各(ge)市、縣(市、區)人民政府,省政府直屬各(ge)單位:

為貫徹落實黨(dang)的(de)十(shi)九屆五中全(quan)會以(yi)(yi)及省(sheng)委十(shi)四屆八次(ci)全(quan)會精神,鞏固提(ti)升建筑業(ye)在我省(sheng)經(jing)濟社會發(fa)展(zhan)中的(de)重要(yao)地位,以(yi)(yi)改革創新引領建筑業(ye)高質(zhi)量發(fa)展(zhan),經(jing)省(sheng)政府同意,現提(ti)出以(yi)(yi)下實施意見(jian)。

一、主要目標

到2025年,全(quan)省(sheng)建筑(zhu)業改革創新(xin)取得明(ming)顯成(cheng)效(xiao),新(xin)型(xing)建造方(fang)式和建設組(zu)織方(fang)式推進(jin)效(xiao)果(guo)顯著,“浙(zhe)江建造”品牌效(xiao)應進(jin)一步體現,打造全(quan)國新(xin)型(xing)建筑(zhu)工(gong)業化標桿(gan)省(sheng)。

———綠色(se)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)邁上新(xin)臺(tai)階。城鎮(zhen)新(xin)建(jian)(jian)民用建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)全面執(zhi)行綠色(se)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)標(biao)準,高品質綠色(se)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)比(bi)例穩步提高。加快推(tui)行以機(ji)械化(hua)(hua)為(wei)(wei)基礎(chu)、以裝(zhuang)配(pei)式建(jian)(jian)造(zao)和裝(zhuang)修(xiu)為(wei)(wei)主要形式、以信(xin)息(xi)化(hua)(hua)和數字化(hua)(hua)手段(duan)為(wei)(wei)支(zhi)撐的新(xin)型建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)工業化(hua)(hua)。裝(zhuang)配(pei)式建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)占新(xin)建(jian)(jian)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)比(bi)重(zhong)達到35%以上,鋼結構(gou)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)占裝(zhuang)配(pei)式建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)比(bi)重(zhong)達到40%以上。

———產(chan)業發(fa)(fa)展樹立新優勢。建筑業各項主要經濟指(zhi)標繼續保(bao)持全國前(qian)列,建筑業增加值占(zhan)全省生產(chan)總值(GDP)比重保(bao)持5.5%以(yi)上。培(pei)育200家以(yi)上具有核心競爭力的工(gong)(gong)程總承(cheng)包和全過程工(gong)(gong)程咨詢企(qi)業,以(yi)及100家以(yi)上設計、施工(gong)(gong)、研發(fa)(fa)一體化的專業承(cheng)包企(qi)業。產(chan)業工(gong)(gong)人隊伍進(jin)一步優化。

———科技(ji)(ji)創新打造新平臺。建筑(zhu)信息模型(xing)(BIM)、物聯網、大數(shu)據、云計算、智能建造等數(shu)字技(ji)(ji)術(shu)全面應用于(yu)建筑(zhu)產業,數(shu)字化應用能力進一(yi)步(bu)提升(sheng)。智慧工地覆蓋率達到100%。累計建成(cheng)省(sheng)級以(yi)上技(ji)(ji)術(shu)中(zhong)心150家。

———質(zhi)量(liang)安(an)全(quan)(quan)保障形成新機制。完善建設單(dan)位首(shou)要(yao)責任(ren)(ren)、工程(cheng)參建各方主體主要(yao)責任(ren)(ren)、政(zheng)府監(jian)督責任(ren)(ren)相銜接的質(zhi)量(liang)安(an)全(quan)(quan)體系(xi)。推進工程(cheng)質(zhi)量(liang)責任(ren)(ren)和安(an)全(quan)(quan)風(feng)險防控體系(xi)標準(zhun)化。全(quan)(quan)省工程(cheng)質(zhi)量(liang)安(an)全(quan)(quan)法規、標準(zhun)和保障體系(xi)基(ji)本(ben)完善。

———行(xing)業治理能力實現新突破。全面推進數字化(hua)改革,行(xing)業整體(ti)智治水(shui)平顯(xian)著提(ti)升。建(jian)筑(zhu)市場信用管理更(geng)加(jia)完善(shan),統(tong)一開放(fang)、競爭有(you)序、誠(cheng)信守法、監管有(you)力的建(jian)筑(zhu)市場體(ti)系進一步形(xing)成。惠企減負(fu)效應更(geng)加(jia)顯(xian)現,營商環境持續優化(hua)。

二、深入實(shi)施綠色(se)建(jian)筑推廣行動,推進(jin)建(jian)筑業綠色(se)發展

(一(yi))加快推(tui)(tui)進綠(lv)(lv)(lv)色(se)建(jian)筑(zhu)(zhu)。認真落實碳(tan)達峰(feng)、碳(tan)中和(he)要求(qiu),完善綠(lv)(lv)(lv)色(se)建(jian)筑(zhu)(zhu)專項規劃(hua),新(xin)建(jian)民用(yong)建(jian)筑(zhu)(zhu)全面執(zhi)行綠(lv)(lv)(lv)色(se)建(jian)筑(zhu)(zhu)標(biao)準,提(ti)高大型公共建(jian)筑(zhu)(zhu)和(he)政府(fu)(fu)投資公益性建(jian)筑(zhu)(zhu)的(de)(de)綠(lv)(lv)(lv)色(se)標(biao)準要求(qiu)。積極推(tui)(tui)進既有(you)建(jian)筑(zhu)(zhu)節(jie)能(neng)改(gai)造(zao)(zao),加大可(ke)再生(sheng)能(neng)源(yuan)應用(yong),推(tui)(tui)動可(ke)再生(sheng)能(neng)源(yuan)建(jian)筑(zhu)(zhu)一(yi)體化。規范綠(lv)(lv)(lv)色(se)建(jian)筑(zhu)(zhu)標(biao)識(shi)管理(li)。推(tui)(tui)行綠(lv)(lv)(lv)色(se)建(jian)造(zao)(zao)方式(shi),提(ti)升建(jian)筑(zhu)(zhu)垃(la)圾綜合利用(yong)水平。推(tui)(tui)進綠(lv)(lv)(lv)色(se)建(jian)材評價認證(zheng)和(he)推(tui)(tui)廣應用(yong),建(jian)立(li)綠(lv)(lv)(lv)色(se)建(jian)材采信機制。(責任單位(wei):省建(jian)設廳(ting)、省發展改(gai)革委(wei)、省經信廳(ting)、省財政廳(ting)。列第一(yi)位(wei)的(de)(de)為牽頭單位(wei),下同。以下均需各市、縣(xian)〔市、區〕政府(fu)(fu)落實,不再列出(chu))

(二)加(jia)快推進(jin)新(xin)型建(jian)(jian)筑(zhu)工(gong)業(ye)化。大力發展(zhan)鋼(gang)結(jie)(jie)構(gou)(gou)(gou)等(deng)裝配(pei)式(shi)建(jian)(jian)筑(zhu),穩步推進(jin)鋼(gang)結(jie)(jie)構(gou)(gou)(gou)裝配(pei)式(shi)住宅試點。適宜裝配(pei)式(shi)結(jie)(jie)構(gou)(gou)(gou)的(de)政府投資(zi)新(xin)建(jian)(jian)公共建(jian)(jian)筑(zhu)以及市(shi)政橋梁、軌(gui)道交通、交通樞紐(niu)等(deng),提倡優(you)先采用鋼(gang)結(jie)(jie)構(gou)(gou)(gou)等(deng)裝配(pei)式(shi)建(jian)(jian)筑(zhu)。加(jia)快推廣先進(jin)適用的(de)結(jie)(jie)構(gou)(gou)(gou)體(ti)系(xi)和圍護體(ti)系(xi)。加(jia)快工(gong)程(cheng)機械產業(ye)體(ti)系(xi)培育,引導工(gong)程(cheng)總承包企業(ye)建(jian)(jian)設與裝配(pei)式(shi)建(jian)(jian)筑(zhu)相配(pei)套的(de)機械化施工(gong)隊(dui)伍(wu)。(責任單位(wei):省建(jian)(jian)設廳(ting)、省發展(zhan)改革委(wei)、省財(cai)政廳(ting))

(三(san))加(jia)快(kuai)推進裝(zhuang)(zhuang)(zhuang)配(pei)(pei)化裝(zhuang)(zhuang)(zhuang)修。加(jia)快(kuai)裝(zhuang)(zhuang)(zhuang)配(pei)(pei)化裝(zhuang)(zhuang)(zhuang)修技術和(he)標準研究,大力推廣(guang)管線分離、一體化裝(zhuang)(zhuang)(zhuang)修技術。推廣(guang)應用(yong)整(zheng)體廚房、衛浴等集成化、模塊(kuai)化建筑(zhu)部品(pin)。加(jia)強裝(zhuang)(zhuang)(zhuang)配(pei)(pei)化裝(zhuang)(zhuang)(zhuang)修在商品(pin)住(zhu)房中的應用(yong),推動(dong)裝(zhuang)(zhuang)(zhuang)配(pei)(pei)化裝(zhuang)(zhuang)(zhuang)修和(he)鋼結構(gou)等裝(zhuang)(zhuang)(zhuang)配(pei)(pei)式建筑(zhu)深度融合。(責任單(dan)位:省建設(she)廳)

三、深入實施科技創新行動,推(tui)進建筑業創新發展

(一(yi))強化(hua)數字化(hua)引領(ling)。推(tui)(tui)行(xing)智能(neng)建造,加強物聯網(wang)、大(da)數據(ju)、云計(ji)算、人(ren)工智能(neng)、區塊鏈、城市(shi)信息模型(CIM)和(he)5G等在(zai)建筑(zhu)領(ling)域(yu)的(de)集成應用。鼓勵(li)政(zheng)府投資新建公共建筑(zhu)項目以(yi)及市(shi)政(zheng)橋梁、軌道交通、交通樞紐等,推(tui)(tui)行(xing)BIM技術和(he)專項咨詢服務模式。大(da)力(li)推(tui)(tui)進(jin)先進(jin)裝備的(de)研發(fa)、制(zhi)造和(he)應用,提(ti)升各類施工機(ji)具的(de)性能(neng)和(he)效(xiao)率(lv)。探索具備人(ren)機(ji)協調(diao)、自(zi)然交互(hu)、自(zi)主(zhu)學習功(gong)能(neng)的(de)建筑(zhu)機(ji)器人(ren)批量應用。(責任單位:省建設廳(ting)、省經(jing)信廳(ting)、省科技廳(ting)、省財(cai)政(zheng)廳(ting))

(二)強化科(ke)技(ji)(ji)(ji)體(ti)系(xi)創(chuang)(chuang)新(xin)。鼓勵各(ge)地(di)依托高校、科(ke)研院所和(he)龍(long)頭骨(gu)干企業(ye)開展產學研合作,形成(cheng)政府引(yin)導、企業(ye)主導、數字(zi)引(yin)領(ling)的科(ke)技(ji)(ji)(ji)創(chuang)(chuang)新(xin)體(ti)系(xi)。通(tong)過購買(mai)服務(wu)(wu)等方式,探索由(you)相(xiang)關(guan)社(she)會組織承(cheng)接建設科(ke)技(ji)(ji)(ji)成(cheng)果(guo)推廣(guang)應用(yong)服務(wu)(wu)。引(yin)導各(ge)類創(chuang)(chuang)新(xin)主體(ti)共建具有(you)技(ji)(ji)(ji)術(shu)開發(fa)、成(cheng)果(guo)轉化、技(ji)(ji)(ji)術(shu)服務(wu)(wu)等功(gong)能的聯合創(chuang)(chuang)新(xin)載體(ti)。(責任單(dan)位:省建設廳、省科(ke)技(ji)(ji)(ji)廳)

(三)強化企(qi)業(ye)(ye)科(ke)技(ji)創新。推(tui)進企(qi)業(ye)(ye)技(ji)術(shu)(shu)中(zhong)心和院(yuan)(yuan)(yuan)士、博士后工作站建(jian)(jian)(jian)(jian)(jian)設,鼓勵(li)特級(ji)建(jian)(jian)(jian)(jian)(jian)筑(zhu)業(ye)(ye)企(qi)業(ye)(ye)爭取建(jian)(jian)(jian)(jian)(jian)立國家(jia)級(ji)企(qi)業(ye)(ye)技(ji)術(shu)(shu)中(zhong)心、一(yi)級(ji)建(jian)(jian)(jian)(jian)(jian)筑(zhu)業(ye)(ye)企(qi)業(ye)(ye)建(jian)(jian)(jian)(jian)(jian)立市(shi)級(ji)以上企(qi)業(ye)(ye)技(ji)術(shu)(shu)中(zhong)心、專(zhuan)業(ye)(ye)企(qi)業(ye)(ye)建(jian)(jian)(jian)(jian)(jian)立技(ji)術(shu)(shu)研發中(zhong)心。推(tui)進企(qi)業(ye)(ye)與(yu)高校(xiao)、科(ke)研院(yuan)(yuan)(yuan)所合(he)作,提升“高大難特”項目攻堅能力(li)。(責任單位(wei):省(sheng)(sheng)建(jian)(jian)(jian)(jian)(jian)設廳(ting)、省(sheng)(sheng)經信廳(ting))支持(chi)企(qi)業(ye)(ye)聯(lian)合(he)高校(xiao)、科(ke)研院(yuan)(yuan)(yuan)所組建(jian)(jian)(jian)(jian)(jian)創新聯(lian)合(he)體(ti)申報省(sheng)(sheng)級(ji)科(ke)技(ji)計劃項目。支持(chi)建(jian)(jian)(jian)(jian)(jian)筑(zhu)業(ye)(ye)企(qi)業(ye)(ye)優秀(xiu)科(ke)技(ji)成(cheng)果(guo)申報省(sheng)(sheng)科(ke)學技(ji)術(shu)(shu)獎。(責任單位(wei):省(sheng)(sheng)科(ke)技(ji)廳(ting)、省(sheng)(sheng)建(jian)(jian)(jian)(jian)(jian)設廳(ting))

(四)強(qiang)化工(gong)(gong)程(cheng)造(zao)價(jia)(jia)和標(biao)(biao)準(zhun)(zhun)管理創(chuang)新。開(kai)展工(gong)(gong)程(cheng)造(zao)價(jia)(jia)市場化改革(ge)全(quan)國試點工(gong)(gong)作,加快(kuai)建(jian)立以(yi)市場為導向的(de)工(gong)(gong)程(cheng)造(zao)價(jia)(jia)動態管理機(ji)(ji)制。強(qiang)化估算指標(biao)(biao)、概算定額(e)編(bian)制。健全(quan)價(jia)(jia)格信(xin)息預警機(ji)(ji)制,提升價(jia)(jia)格信(xin)息公共服務能力。聯合司法部門、仲裁機(ji)(ji)構健全(quan)工(gong)(gong)程(cheng)造(zao)價(jia)(jia)多(duo)元糾紛解決(jue)機(ji)(ji)制。加強(qiang)綠色建(jian)筑、裝配式建(jian)筑、城市軌道交通等方面(mian)的(de)技術(shu)標(biao)(biao)準(zhun)(zhun)和計價(jia)(jia)規則研究。(責(ze)任單位(wei):省(sheng)(sheng)建(jian)設廳(ting)、省(sheng)(sheng)發(fa)展改革(ge)委、省(sheng)(sheng)財政廳(ting))

四、深入實施(shi)政(zheng)府工(gong)程(cheng)引領行動(dong),推進政(zheng)府工(gong)程(cheng)規范建(jian)設

(一(yi))積極推進(jin)政(zheng)府(fu)投資工(gong)(gong)程(cheng)集中組(zu)織建(jian)設(she)。推動政(zheng)府(fu)投資工(gong)(gong)程(cheng)由使用單位(wei)自行組(zu)織建(jian)設(she),向由政(zheng)府(fu)組(zu)建(jian)的專業機構、建(jian)設(she)平臺集中組(zu)織建(jian)設(she)轉變,實現投資、建(jian)設(she)、監管分(fen)離,不斷提高(gao)項(xiang)目管理專業化水平。(責(ze)任(ren)單位(wei):省(sheng)建(jian)設(she)廳、省(sheng)發展改革(ge)委、省(sheng)財政(zheng)廳)

(二)積(ji)極推進工(gong)(gong)程(cheng)總(zong)承(cheng)包(bao)。適宜(yi)采(cai)用工(gong)(gong)程(cheng)總(zong)承(cheng)包(bao)的政(zheng)府投資項(xiang)目(mu)、國有資金控(kong)股項(xiang)目(mu)帶頭推行(xing)工(gong)(gong)程(cheng)總(zong)承(cheng)包(bao)。采(cai)用工(gong)(gong)程(cheng)總(zong)承(cheng)包(bao)的政(zheng)府投資項(xiang)目(mu),原則(ze)上應當在初步設(she)計(ji)審批完(wan)成(cheng)后進行(xing)發包(bao),并宜(yi)采(cai)用總(zong)價合同。除(chu)合同約定或法律(lv)規(gui)定可以(yi)調整的情形外,對合同約定的包(bao)干部(bu)分,結算時不予調整。工(gong)(gong)程(cheng)總(zong)承(cheng)包(bao)單位(wei)(含聯(lian)合體(ti))應自行(xing)完(wan)成(cheng)主體(ti)工(gong)(gong)程(cheng)設(she)計(ji)和施工(gong)(gong)業務。(責任單位(wei):省(sheng)建(jian)設(she)廳(ting)、省(sheng)發展改革委、省(sheng)財(cai)政(zheng)廳(ting))

(三)積(ji)極(ji)推進全(quan)(quan)過(guo)程(cheng)(cheng)(cheng)工(gong)程(cheng)(cheng)(cheng)咨詢。支持專項咨詢企(qi)業通(tong)(tong)過(guo)聯合經營(ying)、并(bing)購重(zhong)組等(deng)方式向全(quan)(quan)過(guo)程(cheng)(cheng)(cheng)工(gong)程(cheng)(cheng)(cheng)咨詢企(qi)業轉型,加(jia)快培(pei)育(yu)一批涵蓋房建市(shi)政(zheng)、交(jiao)(jiao)通(tong)(tong)、水利等(deng)領域和(he)投(tou)資決(jue)策、建設(she)實施、運營(ying)維護(hu)等(deng)階段(duan)的全(quan)(quan)過(guo)程(cheng)(cheng)(cheng)工(gong)程(cheng)(cheng)(cheng)咨詢企(qi)業。對有效(xiao)提(ti)高工(gong)程(cheng)(cheng)(cheng)質量、縮短工(gong)期、節(jie)省投(tou)資的全(quan)(quan)過(guo)程(cheng)(cheng)(cheng)工(gong)程(cheng)(cheng)(cheng)咨詢單位,鼓勵建設(she)單位按(an)產生(sheng)效(xiao)益的一定比例予以獎(jiang)勵。(責任單位:省建設(she)廳、省發(fa)展改革委、省財政(zheng)廳、省交(jiao)(jiao)通(tong)(tong)運輸廳、省水利廳)

五(wu)、深入實施質量安全(quan)標準化行動,推進建筑(zhu)業安全(quan)發展

(一)加(jia)快(kuai)向現代(dai)企業轉型。鼓勵和(he)支(zhi)持民營(ying)建(jian)筑業企業以聯(lian)合(he)、兼并(bing)、重(zhong)組等(deng)形(xing)式,推進混(hun)合(he)所有制(zhi)和(he)項目股份(fen)制(zhi)改革,建(jian)立管理(li)、技術、資本等(deng)要素參與收益分配的現代(dai)企業制(zhi)度(du)。(責任單位:省建(jian)設廳)

(二)加(jia)強(qiang)金(jin)(jin)融(rong)支(zhi)(zhi)(zhi)持。積極(ji)擴(kuo)大抵質(zhi)押品范(fan)圍,支(zhi)(zhi)(zhi)持建筑業企業以建筑材料、工程設備(bei)、工程項目(mu)等(deng)作為(wei)(wei)抵押進行(xing)貸款(kuan)。支(zhi)(zhi)(zhi)持金(jin)(jin)融(rong)機構為(wei)(wei)建筑業企業提供應收(shou)賬(zhang)款(kuan)質(zhi)押和(he)發行(xing)債券融(rong)資等(deng)金(jin)(jin)融(rong)服務(wu)。將鋼結構等(deng)裝配式(shi)建筑納入綠色金(jin)(jin)融(rong)重點支(zhi)(zhi)(zhi)持范(fan)圍。通過(guo)開(kai)辟綠色通道、加(jia)大信(xin)貸支(zhi)(zhi)(zhi)持力度(du)、降(jiang)低融(rong)資成本等(deng)方(fang)式(shi),對符合條(tiao)件的企業、項目(mu)給(gei)予支(zhi)(zhi)(zhi)持。(責(ze)任單位:人行(xing)杭州中心(xin)支(zhi)(zhi)(zhi)行(xing))
