關于推動浙江建筑業改革創新高質量發展的實施意見

 

各市、縣(市、區)人民(min)政府(fu),省政府(fu)直屬各單位:

為貫徹落(luo)實(shi)黨(dang)的十(shi)九屆五中(zhong)全會(hui)以及省(sheng)(sheng)委十(shi)四屆八次全會(hui)精(jing)神(shen),鞏固(gu)提升建筑(zhu)業(ye)在我省(sheng)(sheng)經濟社會(hui)發展中(zhong)的重(zhong)要地(di)位,以改革創新引(yin)領(ling)建筑(zhu)業(ye)高質(zhi)量發展,經省(sheng)(sheng)政府同(tong)意,現提出以下(xia)實(shi)施意見。

一、主要目標

到2025年,全省建筑(zhu)業改革(ge)創新(xin)取(qu)得(de)明(ming)顯(xian)成效,新(xin)型(xing)建造方式和建設(she)組織方式推進效果顯(xian)著(zhu),“浙江(jiang)建造”品(pin)牌效應進一步體現,打造全國新(xin)型(xing)建筑(zhu)工業化標桿(gan)省。

———綠色(se)建(jian)筑(zhu)邁(mai)上(shang)新(xin)臺階。城鎮新(xin)建(jian)民用建(jian)筑(zhu)全(quan)面執行(xing)綠色(se)建(jian)筑(zhu)標準,高品質綠色(se)建(jian)筑(zhu)比例穩步(bu)提高。加快推(tui)行(xing)以(yi)機械化為基礎、以(yi)裝配(pei)式(shi)建(jian)造(zao)和裝修為主要形式(shi)、以(yi)信(xin)息化和數字化手段為支撐(cheng)的新(xin)型建(jian)筑(zhu)工業化。裝配(pei)式(shi)建(jian)筑(zhu)占(zhan)新(xin)建(jian)建(jian)筑(zhu)比重達(da)到35%以(yi)上(shang),鋼(gang)結構(gou)建(jian)筑(zhu)占(zhan)裝配(pei)式(shi)建(jian)筑(zhu)比重達(da)到40%以(yi)上(shang)。

———產業(ye)(ye)發(fa)展樹立新優(you)勢。建(jian)筑業(ye)(ye)各項主(zhu)要經(jing)濟指標繼續保(bao)持(chi)全(quan)國(guo)前列,建(jian)筑業(ye)(ye)增加(jia)值占全(quan)省(sheng)生產總值(GDP)比重保(bao)持(chi)5.5%以上。培育200家(jia)以上具(ju)有核心競(jing)爭力的工(gong)(gong)(gong)程總承包和全(quan)過程工(gong)(gong)(gong)程咨詢企業(ye)(ye),以及100家(jia)以上設計(ji)、施工(gong)(gong)(gong)、研發(fa)一(yi)體(ti)化的專業(ye)(ye)承包企業(ye)(ye)。產業(ye)(ye)工(gong)(gong)(gong)人(ren)隊伍進一(yi)步(bu)優(you)化。

———科技(ji)創新(xin)(xin)打(da)造新(xin)(xin)平臺。建(jian)筑(zhu)(zhu)信(xin)息模型(BIM)、物聯網(wang)、大數據、云(yun)計算、智能建(jian)造等數字(zi)技(ji)術(shu)全面(mian)應(ying)用于建(jian)筑(zhu)(zhu)產業(ye),數字(zi)化(hua)應(ying)用能力(li)進(jin)一步提(ti)升。智慧(hui)工地覆蓋率達到100%。累計建(jian)成省級以上技(ji)術(shu)中心150家。

———質(zhi)(zhi)量安全(quan)保障(zhang)形成新機(ji)制。完(wan)善建設單位首要(yao)責(ze)(ze)任、工(gong)程(cheng)參(can)建各(ge)方主(zhu)體(ti)主(zhu)要(yao)責(ze)(ze)任、政府(fu)監督(du)責(ze)(ze)任相銜接的質(zhi)(zhi)量安全(quan)體(ti)系(xi)。推(tui)進工(gong)程(cheng)質(zhi)(zhi)量責(ze)(ze)任和安全(quan)風險防控體(ti)系(xi)標準化。全(quan)省工(gong)程(cheng)質(zhi)(zhi)量安全(quan)法規、標準和保障(zhang)體(ti)系(xi)基本完(wan)善。

———行業治(zhi)理能力實(shi)現(xian)(xian)新突破。全面推(tui)進(jin)數字化改革,行業整體智治(zhi)水(shui)平顯著提升。建筑市場信用(yong)管(guan)理更(geng)加(jia)完善,統(tong)一開放、競(jing)爭有(you)(you)序(xu)、誠信守法、監管(guan)有(you)(you)力的建筑市場體系進(jin)一步(bu)形成。惠企(qi)減負效應更(geng)加(jia)顯現(xian)(xian),營商環境(jing)持(chi)續優化。

二、深入(ru)實施綠(lv)色(se)建筑(zhu)推廣(guang)行動(dong),推進(jin)建筑(zhu)業綠(lv)色(se)發展

(一(yi))加快推進(jin)綠色(se)(se)(se)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)。認真落實碳(tan)達(da)峰、碳(tan)中和要求,完善(shan)綠色(se)(se)(se)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)專項規劃(hua),新建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)民用(yong)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)全面執行綠色(se)(se)(se)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)標(biao)準(zhun)(zhun),提高大(da)型公共(gong)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)和政府投(tou)資公益性(xing)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)的綠色(se)(se)(se)標(biao)準(zhun)(zhun)要求。積極推進(jin)既有建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)節能(neng)(neng)(neng)改(gai)造,加大(da)可(ke)再(zai)(zai)生(sheng)能(neng)(neng)(neng)源應(ying)用(yong),推動可(ke)再(zai)(zai)生(sheng)能(neng)(neng)(neng)源建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)一(yi)體化。規范綠色(se)(se)(se)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)標(biao)識(shi)管(guan)理。推行綠色(se)(se)(se)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)造方式,提升建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)垃圾綜合利用(yong)水(shui)平。推進(jin)綠色(se)(se)(se)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)材(cai)評價認證和推廣應(ying)用(yong),建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)立綠色(se)(se)(se)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)材(cai)采信(xin)機制。(責任(ren)單(dan)位:省建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)設廳(ting)、省發展改(gai)革(ge)委、省經信(xin)廳(ting)、省財政廳(ting)。列第一(yi)位的為牽頭單(dan)位,下同。以下均需各市、縣〔市、區〕政府落實,不(bu)再(zai)(zai)列出)

(二)加(jia)快(kuai)推進(jin)新(xin)型建(jian)(jian)(jian)筑(zhu)工(gong)業化。大力發展(zhan)鋼結構(gou)等裝(zhuang)配(pei)(pei)(pei)式建(jian)(jian)(jian)筑(zhu),穩步推進(jin)鋼結構(gou)裝(zhuang)配(pei)(pei)(pei)式住宅(zhai)試點。適(shi)宜裝(zhuang)配(pei)(pei)(pei)式結構(gou)的政府投資(zi)新(xin)建(jian)(jian)(jian)公(gong)共建(jian)(jian)(jian)筑(zhu)以(yi)及市(shi)政橋(qiao)梁、軌道(dao)交通、交通樞紐(niu)等,提倡優先采用鋼結構(gou)等裝(zhuang)配(pei)(pei)(pei)式建(jian)(jian)(jian)筑(zhu)。加(jia)快(kuai)推廣(guang)先進(jin)適(shi)用的結構(gou)體(ti)系(xi)和(he)圍護(hu)體(ti)系(xi)。加(jia)快(kuai)工(gong)程機(ji)械產業體(ti)系(xi)培育,引(yin)導工(gong)程總承包企業建(jian)(jian)(jian)設(she)與(yu)裝(zhuang)配(pei)(pei)(pei)式建(jian)(jian)(jian)筑(zhu)相配(pei)(pei)(pei)套的機(ji)械化施(shi)工(gong)隊伍(wu)。(責任單位:省建(jian)(jian)(jian)設(she)廳(ting)、省發展(zhan)改革委、省財政廳(ting))

(三)加快推進裝配(pei)(pei)化裝修(xiu)。加快裝配(pei)(pei)化裝修(xiu)技術和(he)標準研(yan)究,大(da)力推廣管線分離、一體化裝修(xiu)技術。推廣應用(yong)(yong)整體廚房、衛(wei)浴等集成(cheng)化、模塊化建(jian)筑(zhu)(zhu)部品。加強(qiang)裝配(pei)(pei)化裝修(xiu)在商(shang)品住房中(zhong)的應用(yong)(yong),推動裝配(pei)(pei)化裝修(xiu)和(he)鋼結(jie)構等裝配(pei)(pei)式建(jian)筑(zhu)(zhu)深度融合。(責(ze)任單位:省建(jian)設廳)

三、深入實施科技創(chuang)新(xin)(xin)行動,推進建筑業創(chuang)新(xin)(xin)發展

(一)強化數(shu)字化引領。推行(xing)(xing)智能(neng)(neng)建(jian)(jian)造,加強物(wu)聯(lian)網、大數(shu)據、云(yun)計(ji)算、人(ren)工智能(neng)(neng)、區塊鏈、城市信息模型(CIM)和(he)5G等在建(jian)(jian)筑領域的(de)集成應用。鼓勵政府投資新建(jian)(jian)公共建(jian)(jian)筑項目以及市政橋梁、軌道交(jiao)通、交(jiao)通樞(shu)紐等,推行(xing)(xing)BIM技(ji)(ji)術和(he)專項咨詢服務模式(shi)。大力推進先(xian)進裝備的(de)研(yan)發(fa)、制(zhi)造和(he)應用,提升各類施工機具的(de)性能(neng)(neng)和(he)效率。探索具備人(ren)機協調、自然交(jiao)互(hu)、自主學習功能(neng)(neng)的(de)建(jian)(jian)筑機器人(ren)批(pi)量應用。(責任單位:省(sheng)建(jian)(jian)設(she)廳(ting)、省(sheng)經信廳(ting)、省(sheng)科技(ji)(ji)廳(ting)、省(sheng)財政廳(ting))

(二)強化科(ke)技(ji)體系創新。鼓勵各地依托高校、科(ke)研院(yuan)所和龍頭骨(gu)干企業(ye)開(kai)展(zhan)產(chan)學(xue)研合作,形成政府(fu)引(yin)(yin)導、企業(ye)主導、數字(zi)引(yin)(yin)領(ling)的科(ke)技(ji)創新體系。通過購買服(fu)務等方式,探索由相關(guan)社會組織承接建(jian)設科(ke)技(ji)成果推廣應用服(fu)務。引(yin)(yin)導各類創新主體共(gong)建(jian)具有(you)技(ji)術(shu)開(kai)發、成果轉(zhuan)化、技(ji)術(shu)服(fu)務等功能(neng)的聯(lian)合創新載體。(責(ze)任(ren)單位:省(sheng)建(jian)設廳(ting)、省(sheng)科(ke)技(ji)廳(ting))

(三)強(qiang)化企業(ye)(ye)(ye)科(ke)技(ji)(ji)創新(xin)。推進企業(ye)(ye)(ye)技(ji)(ji)術(shu)(shu)中心(xin)和院(yuan)士、博士后工作站建(jian)(jian)設(she),鼓勵(li)特級(ji)建(jian)(jian)筑(zhu)業(ye)(ye)(ye)企業(ye)(ye)(ye)爭取建(jian)(jian)立(li)國家(jia)級(ji)企業(ye)(ye)(ye)技(ji)(ji)術(shu)(shu)中心(xin)、一級(ji)建(jian)(jian)筑(zhu)業(ye)(ye)(ye)企業(ye)(ye)(ye)建(jian)(jian)立(li)市級(ji)以上企業(ye)(ye)(ye)技(ji)(ji)術(shu)(shu)中心(xin)、專業(ye)(ye)(ye)企業(ye)(ye)(ye)建(jian)(jian)立(li)技(ji)(ji)術(shu)(shu)研(yan)(yan)發中心(xin)。推進企業(ye)(ye)(ye)與高(gao)校(xiao)、科(ke)研(yan)(yan)院(yuan)所(suo)合作,提(ti)升“高(gao)大難特”項目攻堅(jian)能(neng)力。(責任單位:省建(jian)(jian)設(she)廳(ting)(ting)、省經信廳(ting)(ting))支(zhi)持企業(ye)(ye)(ye)聯合高(gao)校(xiao)、科(ke)研(yan)(yan)院(yuan)所(suo)組(zu)建(jian)(jian)創新(xin)聯合體(ti)申(shen)報省級(ji)科(ke)技(ji)(ji)計劃項目。支(zhi)持建(jian)(jian)筑(zhu)業(ye)(ye)(ye)企業(ye)(ye)(ye)優秀科(ke)技(ji)(ji)成果申(shen)報省科(ke)學(xue)技(ji)(ji)術(shu)(shu)獎。(責任單位:省科(ke)技(ji)(ji)廳(ting)(ting)、省建(jian)(jian)設(she)廳(ting)(ting))

(四)強化工程(cheng)造(zao)價(jia)(jia)和標(biao)準管理創新。開展工程(cheng)造(zao)價(jia)(jia)市(shi)場化改(gai)革全國試點(dian)工作,加快(kuai)建(jian)立以市(shi)場為(wei)導向(xiang)的(de)工程(cheng)造(zao)價(jia)(jia)動態管理機(ji)制。強化估(gu)算指標(biao)、概算定額編制。健全價(jia)(jia)格信息(xi)(xi)預警機(ji)制,提升價(jia)(jia)格信息(xi)(xi)公共服務能力。聯(lian)合司法部門、仲裁機(ji)構健全工程(cheng)造(zao)價(jia)(jia)多元糾(jiu)紛解決機(ji)制。加強綠色建(jian)筑、裝配式建(jian)筑、城市(shi)軌(gui)道交(jiao)通等(deng)方面(mian)的(de)技術標(biao)準和計價(jia)(jia)規則研究。(責任單位:省(sheng)建(jian)設廳、省(sheng)發展改(gai)革委、省(sheng)財政(zheng)廳)

四、深入(ru)實施政府(fu)工(gong)程引領(ling)行動,推進政府(fu)工(gong)程規范建設(she)

(一)積極推(tui)進政(zheng)府投資工(gong)程集(ji)中(zhong)組織(zhi)建(jian)(jian)設(she)(she)。推(tui)動政(zheng)府投資工(gong)程由(you)(you)使用單(dan)位自行組織(zhi)建(jian)(jian)設(she)(she),向由(you)(you)政(zheng)府組建(jian)(jian)的專業(ye)機(ji)構、建(jian)(jian)設(she)(she)平臺集(ji)中(zhong)組織(zhi)建(jian)(jian)設(she)(she)轉變,實現(xian)投資、建(jian)(jian)設(she)(she)、監管分(fen)離,不斷提高項(xiang)目管理專業(ye)化水平。(責任單(dan)位:省建(jian)(jian)設(she)(she)廳、省發展改革(ge)委、省財政(zheng)廳)

(二)積極推(tui)進工(gong)(gong)(gong)程總(zong)承包。適(shi)宜(yi)采用(yong)工(gong)(gong)(gong)程總(zong)承包的(de)(de)政(zheng)府(fu)投資(zi)項目(mu)(mu)、國有資(zi)金控股(gu)項目(mu)(mu)帶頭推(tui)行工(gong)(gong)(gong)程總(zong)承包。采用(yong)工(gong)(gong)(gong)程總(zong)承包的(de)(de)政(zheng)府(fu)投資(zi)項目(mu)(mu),原則(ze)上(shang)應當在初步設計(ji)審批完(wan)(wan)成(cheng)后進行發(fa)包,并宜(yi)采用(yong)總(zong)價合(he)同。除合(he)同約定(ding)(ding)或法律規(gui)定(ding)(ding)可以(yi)調整(zheng)的(de)(de)情形外,對合(he)同約定(ding)(ding)的(de)(de)包干部分(fen),結算時不(bu)予(yu)調整(zheng)。工(gong)(gong)(gong)程總(zong)承包單(dan)位(含(han)聯合(he)體(ti)(ti))應自行完(wan)(wan)成(cheng)主體(ti)(ti)工(gong)(gong)(gong)程設計(ji)和施工(gong)(gong)(gong)業(ye)務。(責任(ren)單(dan)位:省(sheng)建設廳、省(sheng)發(fa)展改革委、省(sheng)財(cai)政(zheng)廳)

(三)積極推進全(quan)過(guo)(guo)程(cheng)(cheng)工(gong)(gong)程(cheng)(cheng)咨(zi)(zi)詢(xun)。支持專項咨(zi)(zi)詢(xun)企(qi)業(ye)通(tong)過(guo)(guo)聯合經營(ying)、并購重組(zu)等(deng)方式向(xiang)全(quan)過(guo)(guo)程(cheng)(cheng)工(gong)(gong)程(cheng)(cheng)咨(zi)(zi)詢(xun)企(qi)業(ye)轉型,加快培育一批涵蓋房建市政、交通(tong)、水利(li)等(deng)領域(yu)和投資(zi)決策、建設實施、運營(ying)維護等(deng)階段的(de)全(quan)過(guo)(guo)程(cheng)(cheng)工(gong)(gong)程(cheng)(cheng)咨(zi)(zi)詢(xun)企(qi)業(ye)。對有效提(ti)高工(gong)(gong)程(cheng)(cheng)質量、縮短工(gong)(gong)期、節省(sheng)投資(zi)的(de)全(quan)過(guo)(guo)程(cheng)(cheng)工(gong)(gong)程(cheng)(cheng)咨(zi)(zi)詢(xun)單位(wei),鼓勵(li)建設單位(wei)按產生效益的(de)一定比例(li)予以獎勵(li)。(責任單位(wei):省(sheng)建設廳(ting)(ting)、省(sheng)發展改革委、省(sheng)財政廳(ting)(ting)、省(sheng)交通(tong)運輸廳(ting)(ting)、省(sheng)水利(li)廳(ting)(ting))

五(wu)、深(shen)入實施質(zhi)量(liang)安全(quan)標(biao)準化行動,推進(jin)建筑業(ye)安全(quan)發(fa)展(zhan)

(四(si))切實減輕企業負擔。全面推行以(yi)(yi)工程(cheng)(cheng)(cheng)保(bao)函(han)方式(shi)繳納農民工工資(zi)保(bao)證金和政府投資(zi)項(xiang)目投標(biao)、履約(yue)及工程(cheng)(cheng)(cheng)質量(liang)保(bao)證金,鼓勵其(qi)他(ta)投資(zi)項(xiang)目提高工程(cheng)(cheng)(cheng)保(bao)函(han)覆蓋率。扎(zha)實推進施工過程(cheng)(cheng)(cheng)結(jie)算(suan),建設(she)單位不(bu)得將未完成(cheng)審計(ji)作為工程(cheng)(cheng)(cheng)延期(qi)結(jie)算(suan)和拖欠(qian)工程(cheng)(cheng)(cheng)款的(de)理(li)由,不(bu)得以(yi)(yi)審計(ji)結(jie)果作為政府投資(zi)項(xiang)目竣工結(jie)算(suan)依(yi)據,合同另有約(yue)定或者法(fa)(fa)律法(fa)(fa)規另有規定的(de)除外。對因(yin)不(bu)及時足額支(zhi)付工程(cheng)(cheng)(cheng)款引發群體性(xing)事件(jian)和造成(cheng)質量(liang)安全事故的(de),依(yi)法(fa)(fa)追究責任。(責任單位:省建設(she)廳(ting)、省發展改革委、省財政廳(ting)、省人力社保(bao)廳(ting)、省交通(tong)運輸廳(ting)、省水利廳(ting))

八、強化(hua)保障措施

(一)加強組(zu)織領導。各地(di)要(yao)高度重(zhong)視建(jian)筑業改革創新工作(zuo)(zuo),制定務實舉措(cuo),健全(quan)工作(zuo)(zuo)機制,強化(hua)工作(zuo)(zuo)落實。加快推進建(jian)筑產(chan)業現代化(hua),推動建(jian)筑業高質量發(fa)展。加大宣傳推廣(guang)力度,營造(zao)共建(jian)共治(zhi)共享的良好氛圍。(責任單位:省建(jian)設廳(ting))

(二(er))加(jia)強金融(rong)支(zhi)持。積(ji)極擴大(da)抵質(zhi)押(ya)品(pin)范圍,支(zhi)持建(jian)(jian)筑(zhu)業(ye)(ye)企(qi)(qi)(qi)業(ye)(ye)以建(jian)(jian)筑(zhu)材料(liao)、工(gong)程設備、工(gong)程項(xiang)目等(deng)作為(wei)抵押(ya)進行(xing)(xing)貸款。支(zhi)持金融(rong)機構為(wei)建(jian)(jian)筑(zhu)業(ye)(ye)企(qi)(qi)(qi)業(ye)(ye)提供應收賬款質(zhi)押(ya)和發行(xing)(xing)債(zhai)券融(rong)資(zi)等(deng)金融(rong)服務。將鋼結構等(deng)裝配式建(jian)(jian)筑(zhu)納入綠(lv)色(se)金融(rong)重點支(zhi)持范圍。通過開辟綠(lv)色(se)通道、加(jia)大(da)信(xin)貸支(zhi)持力(li)度、降低融(rong)資(zi)成本等(deng)方式,對符(fu)合條件的企(qi)(qi)(qi)業(ye)(ye)、項(xiang)目給予支(zhi)持。(責(ze)任單位:人行(xing)(xing)杭州中(zhong)心支(zhi)行(xing)(xing))
