(四)率先(xian)打造(zao)平(ping)臺(tai)經(jing)濟(ji)治理(li)(li)(li)樣板。堅持依法(fa)規(gui)范與支(zhi)持發展并重,優化事(shi)前合(he)規(gui)、事(shi)中審查、事(shi)后執法(fa)全(quan)鏈條監管(guan)(guan),建(jian)立健全(quan)平(ping)臺(tai)經(jing)濟(ji)治理(li)(li)(li)體系(xi)(xi)。實施(shi)平(ping)臺(tai)企業(ye)(ye)(ye)競爭(zheng)合(he)規(gui)、反壟斷(duan)輔導(dao)培(pei)訓、競爭(zheng)倡導(dao)機制,推動平(ping)臺(tai)企業(ye)(ye)(ye)全(quan)面(mian)加強(qiang)合(he)規(gui)管(guan)(guan)理(li)(li)(li)。加大對“二選一”“算法(fa)共謀”“大數據殺熟(shu)”等行為監管(guan)(guan)力度,依法(fa)查處(chu)壟斷(duan)協議和(he)濫(lan)用市場支(zhi)配地位(wei)等行為。建(jian)設(she)“浙江(jiang)公平(ping)在線”數字(zi)化應用系(xi)(xi)統,對平(ping)臺(tai)壟斷(duan)和(he)不正(zheng)當(dang)競爭(zheng)等行為實施(shi)智(zhi)能風(feng)險監測,形成大數據監控、風(feng)險預警、線索核查、調查處(chu)置的全(quan)鏈條監管(guan)(guan)閉環。充分(fen)發揮(hui)省網絡(luo)市場監管(guan)(guan)聯(lian)席(xi)會(hui)議作用,強(qiang)化跨區域(yu)網絡(luo)監管(guan)(guan)執法(fa)機制,深(shen)化網絡(luo)市場監管(guan)(guan)與服務(wu)示范區創建(jian)。推動行業(ye)(ye)(ye)組織建(jian)設(she),加強(qiang)行業(ye)(ye)(ye)自我(wo)約(yue)束和(he)自我(wo)管(guan)(guan)理(li)(li)(li)。積極引(yin)導(dao)直播(bo)電(dian)(dian)子商(shang)務(wu)、社交電(dian)(dian)子商(shang)務(wu)等新業(ye)(ye)(ye)態健康發展,全(quan)面(mian)開展“綠色(se)直播(bo)間”建(jian)設(she)。 八、健全規劃實施機制 (一)加強組織實(shi)(shi)施(shi)。始終將(jiang)黨的領(ling)導貫(guan)穿規劃實(shi)(shi)施(shi)全(quan)過(guo)程(cheng),織密(mi)建強上下貫(guan)通、執行有力的組織體(ti)系,完善爭先創優(you)、政策激勵等工(gong)作機制(zhi),為(wei)順利實(shi)(shi)現本規劃提出的目標(biao)任(ren)務(wu)(wu)(wu)提供堅強保證。省級各部門(men)按(an)照職(zhi)責分工(gong),各司(si)其職(zhi)、密(mi)切配合,把規劃提出的目標(biao)任(ren)務(wu)(wu)(wu)納(na)入年(nian)度工(gong)作部署,明確時間表、路(lu)線(xian)圖。各地要把市場監管(guan)作為(wei)改善地方經濟發展環境、推(tui)動經濟高質量發展的重要保障(zhang),將(jiang)市場監管(guan)工(gong)作納(na)入本地區(qu)國民經濟和社會發展規劃,創造良(liang)好的政策環境、體(ti)制(zhi)環境和法治環境,分解制(zhi)定(ding)年(nian)度計劃,統(tong)籌(chou)推(tui)進、全(quan)面落實(shi)(shi)本規劃目標(biao)任(ren)務(wu)(wu)(wu)。 (二)落實要(yao)素保障。建立健全(quan)項(xiang)(xiang)目(mu)跟(gen)著規(gui)劃(hua)走、要(yao)素跟(gen)著項(xiang)(xiang)目(mu)走的機制,全(quan)力(li)保障“十四(si)五”時(shi)期(qi)市場監管領(ling)域(yu)重(zhong)大(da)改革(ge)、政策、平臺、項(xiang)(xiang)目(mu)等(deng)所需要(yao)素資(zi)源。優化市場監管經費保障機制,加(jia)大(da)資(zi)金(jin)統籌力(li)度,加(jia)強財政預算(suan)與規(gui)劃(hua)實施的銜接協調,合理(li)安排財政支出規(gui)模和結構,加(jia)強資(zi)金(jin)績效管理(li)和風險防范(fan)。制定與規(gui)劃(hua)相匹(pi)配的環境、能源、人才(cai)等(deng)指(zhi)標(biao)保障方案,依(yi)法依(yi)規(gui)積極保障規(gui)劃(hua)確定的重(zhong)大(da)平臺、重(zhong)大(da)項(xiang)(xiang)目(mu)建設所需各類要(yao)素資(zi)源指(zhi)標(biao)。 (三)強化(hua)督(du)查考(kao)核。把規(gui)劃(hua)實(shi)(shi)施(shi)情(qing)況作為改進(jin)政府工作和(he)績(ji)效(xiao)考(kao)核的(de)重要依據,建(jian)立健全(quan)規(gui)劃(hua)實(shi)(shi)施(shi)動態監測機制(zhi),加強對規(gui)劃(hua)實(shi)(shi)施(shi)情(qing)況的(de)跟(gen)蹤(zong)落實(shi)(shi)。建(jian)立科學有(you)效(xiao)的(de)市(shi)場監管工作評(ping)價體系,及時開(kai)展市(shi)場監管規(gui)劃(hua)實(shi)(shi)施(shi)的(de)年度監測、中期(qi)評(ping)估(gu)和(he)總結評(ping)估(gu)。加強宣傳,推進(jin)規(gui)劃(hua)實(shi)(shi)施(shi)信息(xi)公開(kai)。加強社會(hui)監督(du),促進(jin)規(gui)劃(hua)有(you)效(xiao)實(shi)(shi)施(shi)。
