各(ge)市、縣(xian)(市、區)人民政府,省政府直屬各(ge)單(dan)位:

根據中共(gong)浙(zhe)江省委《關于以(yi)“一帶一路”建設為(wei)(wei)統(tong)領構(gou)建全面(mian)開放新(xin)格局的意(yi)(yi)見》(浙(zhe)委發(fa)〔2018〕20號)精神,為(wei)(wei)進(jin)一步(bu)推進(jin)浙(zhe)江建筑業開放發(fa)展,不斷深化國際產能合作,經省政(zheng)府同意(yi)(yi),現(xian)提出以(yi)下意(yi)(yi)見。

一、總體要(yao)求

(一(yi)(yi))指(zhi)導思(si)想。高舉(ju)習(xi)近平(ping)新時代中(zhong)國特色(se)社(she)會主義思(si)想偉大(da)旗幟,以“八(ba)八(ba)戰略”為(wei)指(zhi)引,以“一(yi)(yi)帶(dai)一(yi)(yi)路”為(wei)統(tong)領,認真(zhen)落實(shi)開放強(qiang)(qiang)省(sheng)(sheng)(sheng)工作(zuo)導向,充分發揮浙江建筑業(ye)(ye)(ye)實(shi)力(li)(li)(li)較強(qiang)(qiang)、機制靈活(huo)、外向度高的優勢,以“最多跑一(yi)(yi)次”改革為(wei)牽引優化營商環境,著力(li)(li)(li)產業(ye)(ye)(ye)結構調(diao)整、加大(da)政策扶持,大(da)力(li)(li)(li)實(shi)施(shi)建筑業(ye)(ye)(ye)“走出去”發展(zhan)戰略,加快構建全面開放新格局(ju),推(tui)進我(wo)省(sheng)(sheng)(sheng)建筑業(ye)(ye)(ye)高質量發展(zhan),實(shi)現我(wo)省(sheng)(sheng)(sheng)由建筑大(da)省(sheng)(sheng)(sheng)向建筑強(qiang)(qiang)省(sheng)(sheng)(sheng)跨越,努力(li)(li)(li)打(da)造(zao)“中(zhong)國建造(zao)”標桿省(sheng)(sheng)(sheng)份,為(wei)我(wo)省(sheng)(sheng)(sheng)“兩個高水平(ping)”建設作(zuo)出貢(gong)獻。

(二(er))主要目標。到(dao)(dao)(dao)2020年,全(quan)(quan)省境外(wai)承包(bao)工(gong)(gong)(gong)(gong)程營業(ye)額(e)達(da)到(dao)(dao)(dao)85億(yi)美元(yuan)以(yi)上,培育(yu)4家對外(wai)承包(bao)工(gong)(gong)(gong)(gong)程企業(ye)進入《美國(guo)工(gong)(gong)(gong)(gong)程新聞紀(ji)錄》(ENR)國(guo)際承包(bao)商250強(qiang)(qiang)和國(guo)際工(gong)(gong)(gong)(gong)程設(she)計(ji)企業(ye)225強(qiang)(qiang);到(dao)(dao)(dao)2022年,全(quan)(quan)省境外(wai)承包(bao)工(gong)(gong)(gong)(gong)程營業(ye)額(e)力爭(zheng)達(da)到(dao)(dao)(dao)100億(yi)美元(yuan)以(yi)上,形成一批工(gong)(gong)(gong)(gong)程總承包(bao)企業(ye)和國(guo)際市場競(jing)爭(zheng)力強(qiang)(qiang)的外(wai)向型建筑企業(ye)。

二、提升國際工程承包能力(li)

(一(yi))培(pei)養一(yi)批具有國(guo)際(ji)競(jing)(jing)爭力(li)(li)的(de)(de)骨干(gan)企(qi)(qi)業。鼓勵(li)和(he)支(zhi)持我省(sheng)(sheng)(sheng)建(jian)筑(zhu)業企(qi)(qi)業積極參(can)(can)與“一(yi)帶一(yi)路(lu)(lu)”建(jian)設,確定一(yi)批具有相當規(gui)模和(he)競(jing)(jing)爭力(li)(li)的(de)(de)國(guo)際(ji)工(gong)(gong)(gong)程(cheng)承(cheng)(cheng)包(bao)(bao)商、國(guo)際(ji)工(gong)(gong)(gong)程(cheng)設計企(qi)(qi)業和(he)國(guo)際(ji)工(gong)(gong)(gong)程(cheng)咨詢(xun)企(qi)(qi)業作為(wei)重(zhong)點培(pei)育(yu)對象(xiang),并列為(wei)《浙江省(sheng)(sheng)(sheng)對外承(cheng)(cheng)包(bao)(bao)工(gong)(gong)(gong)程(cheng)承(cheng)(cheng)包(bao)(bao)商推薦名(ming)錄》定期發布。引導(dao)建(jian)筑(zhu)業企(qi)(qi)業向公路(lu)(lu)、水(shui)利、鐵路(lu)(lu)等“一(yi)帶一(yi)路(lu)(lu)”重(zhong)點投(tou)資(zi)領域拓展,主動接軌國(guo)際(ji)工(gong)(gong)(gong)程(cheng)承(cheng)(cheng)包(bao)(bao)和(he)管理方式,加快向工(gong)(gong)(gong)程(cheng)總(zong)承(cheng)(cheng)包(bao)(bao)和(he)全過(guo)程(cheng)咨詢(xun)轉型,提升企(qi)(qi)業核(he)心競(jing)(jing)爭力(li)(li)。對對外承(cheng)(cheng)包(bao)(bao)工(gong)(gong)(gong)程(cheng)骨干(gan)企(qi)(qi)業,可申(shen)請核(he)發省(sheng)(sheng)(sheng)級權限內的(de)(de)市政、交通、水(shui)利等施(shi)工(gong)(gong)(gong)總(zong)承(cheng)(cheng)包(bao)(bao)資(zi)質,拓展海外基礎設施(shi)市場。企(qi)(qi)業在(zai)境(jing)外取得(de)的(de)(de)工(gong)(gong)(gong)程(cheng)業績可作為(wei)申(shen)報企(qi)(qi)業資(zi)質、參(can)(can)與省(sheng)(sheng)(sheng)內同(tong)類工(gong)(gong)(gong)程(cheng)招標投(tou)標的(de)(de)有效(xiao)業績,且業績不考(kao)核(he)其是(shi)否超越資(zi)質承(cheng)(cheng)包(bao)(bao)范圍。鼓勵(li)民(min)營建(jian)筑(zhu)業企(qi)(qi)業與國(guo)有大型企(qi)(qi)業合(he)作,通過(guo)項(xiang)目合(he)作、股份合(he)作、資(zi)本合(he)作等形式組成混合(he)經濟體,提升我省(sheng)(sheng)(sheng)建(jian)筑(zhu)產業國(guo)際(ji)化(hua)水(shui)平。(責(ze)任單位(wei):省(sheng)(sheng)(sheng)建(jian)設廳(ting)、省(sheng)(sheng)(sheng)發展改革委(wei)、省(sheng)(sheng)(sheng)交通運輸廳(ting)、省(sheng)(sheng)(sheng)水(shui)利廳(ting)、省(sheng)(sheng)(sheng)商務廳(ting)。列第一(yi)位(wei)者為(wei)牽頭(tou)部門(men)(men)或(huo)單位(wei),其他有關部門(men)(men)按職(zhi)責(ze)分工(gong)(gong)(gong)負責(ze),下同(tong))

(二)加強長(chang)(chang)(chang)三(san)角(jiao)(jiao)一(yi)體(ti)(ti)化(hua)(hua)合作。對(dui)接長(chang)(chang)(chang)三(san)角(jiao)(jiao)一(yi)體(ti)(ti)化(hua)(hua)國(guo)家戰(zhan)略,鞏(gong)固我(wo)省(sheng)(sheng)(sheng)(sheng)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)業(ye)(ye)(ye)在長(chang)(chang)(chang)三(san)角(jiao)(jiao)區域(yu)(yu)市(shi)(shi)場(chang)(chang)傳(chuan)統優勢,實現(xian)“一(yi)帶(dai)一(yi)路”和長(chang)(chang)(chang)江經(jing)濟帶(dai)聯動發(fa)展(zhan)。推進長(chang)(chang)(chang)三(san)角(jiao)(jiao)一(yi)體(ti)(ti)化(hua)(hua)發(fa)展(zhan),打造統一(yi)、開放、公平的(de)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)市(shi)(shi)場(chang)(chang)環境,全省(sheng)(sheng)(sheng)(sheng)各地(di)不得以備案、登記、限制(zhi)投標等方式設置區域(yu)(yu)和行業(ye)(ye)(ye)市(shi)(shi)場(chang)(chang)壁壘,對(dui)具備相應資(zi)質的(de)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)業(ye)(ye)(ye)企業(ye)(ye)(ye),鼓勵項目業(ye)(ye)(ye)主不設置初始業(ye)(ye)(ye)績門檻(jian)。探(tan)索(suo)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)立(li)長(chang)(chang)(chang)三(san)角(jiao)(jiao)區域(yu)(yu)跨省(sheng)(sheng)(sheng)(sheng)市(shi)(shi)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)企業(ye)(ye)(ye)、各類建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)業(ye)(ye)(ye)從業(ye)(ye)(ye)人員(yuan)資(zi)格(ge)、信用評(ping)價互(hu)認機制(zhi),實現(xian)長(chang)(chang)(chang)三(san)角(jiao)(jiao)區域(yu)(yu)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)市(shi)(shi)場(chang)(chang)、標準、管(guan)理一(yi)體(ti)(ti)化(hua)(hua)。充分發(fa)揮長(chang)(chang)(chang)三(san)角(jiao)(jiao)區域(yu)(yu)各地(di)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)業(ye)(ye)(ye)的(de)發(fa)展(zhan)優勢,推動長(chang)(chang)(chang)三(san)角(jiao)(jiao)區域(yu)(yu)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)業(ye)(ye)(ye)資(zi)源(yuan)整合,鼓勵組建(jian)(jian)(jian)(jian)(jian)(jian)(jian)長(chang)(chang)(chang)三(san)角(jiao)(jiao)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)業(ye)(ye)(ye)產業(ye)(ye)(ye)聯盟,組團發(fa)展(zhan),共(gong)同(tong)開拓國(guo)際(ji)工(gong)程建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設市(shi)(shi)場(chang)(chang)。(責(ze)任單位:省(sheng)(sheng)(sheng)(sheng)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設廳(ting)、省(sheng)(sheng)(sheng)(sheng)發(fa)展(zhan)改革委、省(sheng)(sheng)(sheng)(sheng)交通運輸廳(ting)、省(sheng)(sheng)(sheng)(sheng)水利廳(ting)、省(sheng)(sheng)(sheng)(sheng)商(shang)務廳(ting))

(三)建立重大項(xiang)目(mu)對(dui)(dui)接(jie)機制。建立對(dui)(dui)外(wai)(wai)(wai)(wai)承(cheng)包(bao)工(gong)程(cheng)(cheng)(cheng)信息發布(bu)平臺(tai),主動對(dui)(dui)接(jie)國(guo)(guo)家相關部委、駐外(wai)(wai)(wai)(wai)使(shi)領館經商(shang)(shang)(shang)處、中國(guo)(guo)對(dui)(dui)外(wai)(wai)(wai)(wai)承(cheng)包(bao)工(gong)程(cheng)(cheng)(cheng)商(shang)(shang)(shang)會、進(jin)(jin)出(chu)口(kou)(kou)銀行(xing)(xing)、中國(guo)(guo)信保等相關單(dan)位,幫助企(qi)(qi)業及相關產(chan)(chan)業鏈上(shang)的(de)企(qi)(qi)業進(jin)(jin)入商(shang)(shang)(shang)務(wu)部援外(wai)(wai)(wai)(wai)企(qi)(qi)業名單(dan),承(cheng)接(jie)國(guo)(guo)家“兩優(you)”項(xiang)目(mu)、援建重大項(xiang)目(mu)、國(guo)(guo)家海外(wai)(wai)(wai)(wai)重點投資項(xiang)目(mu)等。對(dui)(dui)我省(sheng)(sheng)(sheng)各級(ji)政(zheng)府(fu)和企(qi)(qi)業投資的(de)境外(wai)(wai)(wai)(wai)經貿(mao)合作園區和系列服務(wu)站項(xiang)目(mu),鼓勵(li)優(you)先對(dui)(dui)接(jie)我省(sheng)(sheng)(sheng)對(dui)(dui)外(wai)(wai)(wai)(wai)工(gong)程(cheng)(cheng)(cheng)承(cheng)包(bao)企(qi)(qi)業。鼓勵(li)建筑業企(qi)(qi)業與(yu)產(chan)(chan)業鏈上(shang)下游合作,共同推進(jin)(jin)與(yu)工(gong)程(cheng)(cheng)(cheng)項(xiang)目(mu)相配套(tao)(tao)的(de)產(chan)(chan)業加工(gong)生產(chan)(chan)、帶(dai)動成套(tao)(tao)設備、技術標準及服務(wu)出(chu)口(kou)(kou)。(責任單(dan)位:省(sheng)(sheng)(sheng)商(shang)(shang)(shang)務(wu)廳(ting)、省(sheng)(sheng)(sheng)發展改革(ge)委、省(sheng)(sheng)(sheng)經信廳(ting)、進(jin)(jin)出(chu)口(kou)(kou)銀行(xing)(xing)浙(zhe)江省(sheng)(sheng)(sheng)分(fen)(fen)行(xing)(xing)、出(chu)口(kou)(kou)信用保險浙(zhe)江分(fen)(fen)公司(si))

三、強(qiang)化財稅金融支持

(一(yi))加大財政(zheng)資(zi)(zi)金(jin)(jin)支持(chi)。統籌運用國(guo)(guo)家(jia)外(wai)經貿發(fa)展(zhan)資(zi)(zi)金(jin)(jin)和省級(ji)商(shang)務(wu)發(fa)展(zhan)專(zhuan)項(xiang)資(zi)(zi)金(jin)(jin),充分(fen)利(li)用浙江絲路(lu)(lu)產業(ye)投(tou)資(zi)(zi)基(ji)金(jin)(jin),探索設(she)立省級(ji)建筑(zhu)業(ye)“一(yi)帶一(yi)路(lu)(lu)”發(fa)展(zhan)專(zhuan)項(xiang)基(ji)金(jin)(jin),支持(chi)我省建筑(zhu)企業(ye)在“一(yi)帶一(yi)路(lu)(lu)”沿線(xian)國(guo)(guo)家(jia)開展(zhan)投(tou)資(zi)(zi)合作和對外(wai)工(gong)程承(cheng)包(bao)。支持(chi)企業(ye)申報國(guo)(guo)家(jia)對外(wai)承(cheng)包(bao)工(gong)程保(bao)函風險專(zhuan)項(xiang)資(zi)(zi)金(jin)(jin),確(que)定(ding)一(yi)批建筑(zhu)強市(縣)根據實際需要(yao)設(she)立對外(wai)承(cheng)包(bao)工(gong)程保(bao)函風險專(zhuan)項(xiang)資(zi)(zi)金(jin)(jin),鼓勵企業(ye)向中(zhong)國(guo)(guo)進出口(kou)銀行等擁(yong)有國(guo)(guo)家(jia)主權信(xin)用評級(ji)的(de)政(zheng)策(ce)性金(jin)(jin)融機構申請(qing)開立保(bao)函。對企業(ye)承(cheng)攬境外(wai)工(gong)程發(fa)生的(de)項(xiang)目(mu)投(tou)標(biao)保(bao)函、履約保(bao)函、預付款保(bao)函保(bao)費,政(zheng)府可給予一(yi)定(ding)補助(zhu),具體額度(du)由各地確(que)定(ding)。(責任單位(wei):省財政(zheng)廳(ting)、省商(shang)務(wu)廳(ting),各設(she)區市政(zheng)府)

(二)落(luo)實(shi)(shi)各項稅收(shou)(shou)政(zheng)策。加強稅收(shou)(shou)政(zheng)策宣傳(chuan)和(he)境外(wai)稅務(wu)指(zhi)導,落(luo)實(shi)(shi)有關多雙邊稅收(shou)(shou)協(xie)定,落(luo)實(shi)(shi)境外(wai)所(suo)得稅稅收(shou)(shou)抵免(mian)政(zheng)策,避免(mian)重復征稅。完善相(xiang)關稅收(shou)(shou)優惠(hui)政(zheng)策,對企(qi)業引進的(de)跨(kua)國(guo)經營管理和(he)技術高端人才以(yi)及長期外(wai)派國(guo)外(wai)工(gong)作的(de)高管,其住房貨幣(bi)補(bu)貼(tie)、安家費(fei)、科研啟動經費(fei)等費(fei)用可列入成本核算。(責任單位:浙江省(sheng)稅務(wu)局)

(三)綜合發揮各(ge)類金融(rong)工(gong)具(ju)作用(yong)(yong)。鼓勵金融(rong)機構(gou)對實(shi)力(li)強、信(xin)譽好的建(jian)筑企(qi)(qi)(qi)業開展的境外承包工(gong)程項目提(ti)供人民幣中(zhong)長期貸款(kuan)(kuan)和(he)外匯周轉貸款(kuan)(kuan)支(zhi)持。對工(gong)程總承包(EPC)、建(jian)設—運營—移交(BOT)、政府(fu)和(he)社會資本合作(PPP)等(deng)工(gong)程項目,可通過封閉貸款(kuan)(kuan)、擔(dan)保(bao) 貸款(kuan)(kuan)、信(xin)用(yong)(yong)證(zheng)、保(bao)函等(deng)多種形式(shi)滿足(zu)企(qi)(qi)(qi)業融(rong)資需求。加(jia)大信(xin)貸支(zhi)持力(li)度和(he)出(chu)(chu)口信(xin)用(yong)(yong)保(bao)險(xian)(xian)支(zhi)持力(li)度,鼓勵國家政策性金融(rong)機構(gou)為企(qi)(qi)(qi)業提(ti)供國別和(he)項目風險(xian)(xian)咨詢服務。在建(jian)筑企(qi)(qi)(qi)業、銀(yin)行(xing)、保(bao)險(xian)(xian)公司三方之間(jian)推(tui)廣戰(zhan)略合作,優先為我省的龍頭建(jian)筑企(qi)(qi)(qi)業提(ti)供各(ge)類授信(xin)和(he)對外承包工(gong)程保(bao)函風險(xian)(xian)專項資金業務。積極推(tui)動搭建(jian)全(quan)省“走出(chu)(chu)去”信(xin)用(yong)(yong)風險(xian)(xian)統(tong)保(bao)平(ping)臺。(責任單位(wei):人行(xing)杭州中(zhong)心(xin)支(zhi)行(xing)、省金融(rong)監管(guan)局、省銀(yin)保(bao)監局、進出(chu)(chu)口銀(yin)行(xing)浙(zhe)江省分行(xing)、出(chu)(chu)口信(xin)用(yong)(yong)保(bao)險(xian)(xian)浙(zhe)江分公司)

四、營造良好發展(zhan)環境

(一(yi))完善通關用(yong)(yong)匯(hui)服務(wu)。對(dui)(dui)國有(you)企(qi)業(ye)因(yin)項目需(xu)要擬派出國出境(jing)(jing)人(ren)員(yuan),可以辦理“一(yi)次(ci)(ci)審批(pi)、一(yi)年(nian)內多次(ci)(ci)出國有(you)效(xiao)”的(de)任(ren)(ren)務(wu)批(pi)件(jian)。鼓勵“走出去”企(qi)業(ye)申辦亞(ya)太經(jing)濟合作(zuo)組織(APEC)商務(wu)旅行卡,海(hai)關要為(wei)境(jing)(jing)外(wai)(wai)承包工(gong)程企(qi)業(ye)提供(gong)通關便(bian)利。提升用(yong)(yong)匯(hui)結匯(hui)便(bian)利度,外(wai)(wai)匯(hui)管理部門(men)要根據境(jing)(jing)外(wai)(wai)工(gong)程承包項目特(te)點,支持境(jing)(jing)外(wai)(wai)工(gong)程承包項目正常、合理的(de)用(yong)(yong)匯(hui)需(xu)求,為(wei)建筑企(qi)業(ye)在對(dui)(dui)外(wai)(wai)擔保、境(jing)(jing)內外(wai)(wai)融資(zi)、跨(kua)境(jing)(jing)資(zi)金流動等方(fang)面提供(gong)配套(tao)服務(wu)。(責任(ren)(ren)單(dan)位:省外(wai)(wai)辦、省國資(zi)委(wei)、省外(wai)(wai)匯(hui)管理局、杭州海(hai)關、寧波海(hai)關)

(二)培(pei)育國(guo)(guo)(guo)際(ji)工程(cheng)(cheng)人(ren)(ren)(ren)才(cai)(cai)(cai)隊伍。以(yi)對(dui)外(wai)承包工程(cheng)(cheng)商(shang)會為(wei)平臺,依(yi)托清華長三(san)角(jiao)研究院、浙江大學(xue)、浙江建(jian)設職業技術學(xue)院等科(ke)研教(jiao)育機(ji)構,建(jian)立國(guo)(guo)(guo)際(ji)工程(cheng)(cheng)經營(ying)管理知識培(pei)訓和經驗(yan)交(jiao)流機(ji)制。探索(suo)設立“絲路學(xue)院”“國(guo)(guo)(guo)際(ji)承包工程(cheng)(cheng)人(ren)(ren)(ren)才(cai)(cai)(cai)基地(di)”“省國(guo)(guo)(guo)際(ji)勞(lao)務(wu)服務(wu)公司(si)”等培(pei)訓服務(wu)機(ji)構。聯(lian)(lian)合重點企業長期開設各(ge)類國(guo)(guo)(guo)際(ji)發展培(pei)訓班(ban),加強(qiang)人(ren)(ren)(ren)才(cai)(cai)(cai)交(jiao)流,形成人(ren)(ren)(ren)才(cai)(cai)(cai)“走出去”“引進來(lai)”和“項目(mu)在建(jian)期”“項目(mu)空檔期”雙向互(hu)聯(lian)(lian)互(hu)通的人(ren)(ren)(ren)才(cai)(cai)(cai)共享模式。對(dui)海外(wai)業務(wu)人(ren)(ren)(ren)才(cai)(cai)(cai)職稱資(zi)格評定,可將國(guo)(guo)(guo)際(ji)認(ren)證證書、海外(wai)工作業績等要素(su)與國(guo)(guo)(guo)內職稱評定予以(yi)掛鉤(gou)。(責任單位(wei):省教(jiao)育廳(ting)、省人(ren)(ren)(ren)力(li)社保(bao)廳(ting)、省建(jian)設廳(ting)、省商(shang)務(wu)廳(ting))

(三)加(jia)強(qiang)工(gong)程標(biao)(biao)(biao)準(zhun)互聯互通(tong)。開展工(gong)程建(jian)設(she)領(ling)域中(zhong)外(wai)標(biao)(biao)(biao)準(zhun)對(dui)比研究,適應(ying)(ying)國(guo)際(ji)通(tong)行(xing)的(de)標(biao)(biao)(biao)準(zhun)內(nei)容(rong)、要素指標(biao)(biao)(biao)和(he)相關術(shu)語(yu),縮小與國(guo)外(wai)先進標(biao)(biao)(biao)準(zhun)的(de)技術(shu)差距。加(jia)大我省(sheng)(sheng)(sheng)企(qi)業標(biao)(biao)(biao)準(zhun)的(de)宣傳推廣(guang)力度,以“一帶一路”倡(chang)議為引領(ling),優先在對(dui)外(wai)投(tou)資、技術(shu)輸出(chu)和(he)對(dui)外(wai)承包(bao)工(gong)程中(zhong)推廣(guang)應(ying)(ying)用(yong),積(ji)極融入(ru)我省(sheng)(sheng)(sheng)標(biao)(biao)(biao)準(zhun)聯通(tong)共建(jian)機制(zhi)。開展國(guo)際(ji)標(biao)(biao)(biao)準(zhun)認證、交流等(deng)活動,組織專家開展國(guo)內(nei)外(wai)工(gong)程建(jian)設(she)相關法律(lv)、規范、標(biao)(biao)(biao)準(zhun)的(de)中(zhong)外(wai)文互譯。(責任(ren)單位(wei):省(sheng)(sheng)(sheng)建(jian)設(she)廳、省(sheng)(sheng)(sheng)商務廳、省(sheng)(sheng)(sheng)市場監管局(ju))

(四)強化境外工程風(feng)(feng)(feng)險(xian)(xian)(xian)防控。建立企(qi)(qi)業(ye)境外經(jing)營風(feng)(feng)(feng)險(xian)(xian)(xian)預警機(ji)制,加強國家、地區和(he)(he)行業(ye)的(de)風(feng)(feng)(feng)險(xian)(xian)(xian)評(ping)估(gu)和(he)(he)指導,及(ji)(ji)時(shi)發布風(feng)(feng)(feng)險(xian)(xian)(xian)預警信息。指導企(qi)(qi)業(ye)做好(hao)項(xiang)目前期(qi)的(de)風(feng)(feng)(feng)險(xian)(xian)(xian)評(ping)估(gu)及(ji)(ji)風(feng)(feng)(feng)險(xian)(xian)(xian)規(gui)避方案,制定好(hao)風(feng)(feng)(feng)險(xian)(xian)(xian)應急處(chu)置(zhi)預案,用好(hao)出(chu)口(kou)信用保險(xian)(xian)(xian)等(deng)政策性避險(xian)(xian)(xian)工具、市場化風(feng)(feng)(feng)險(xian)(xian)(xian)管(guan)理(li)工具。各級政府、部門要建立境外經(jing)營可能遇到的(de)糾紛和(he)(he)突發事件(jian)處(chu)置(zhi)機(ji)制,加強對境外企(qi)(qi)業(ye)、項(xiang)目的(de)生產安全(quan)、人員管(guan)理(li)和(he)(he)風(feng)(feng)(feng)險(xian)(xian)(xian)管(guan)控等(deng)方面(mian)的(de)監督檢查,指導企(qi)(qi)業(ye)做好(hao)突發事件(jian)處(chu)置(zhi)。(責任單位:省商務廳、省公(gong)(gong)安廳、省外辦(ban)、出(chu)口(kou)信用保險(xian)(xian)(xian)浙江分公(gong)(gong)司,各設區市政府)

(五)發揮商(shang)會協(xie)會作用。支持省對(dui)外(wai)工(gong)(gong)(gong)(gong)程(cheng)(cheng)承(cheng)(cheng)包(bao)商(shang)會和各(ge)級建筑行業(ye)(ye)相關協(xie)會發揮信息搜集、人才培訓、業(ye)(ye)務咨詢等服(fu)務功(gong)能。建立境外(wai)工(gong)(gong)(gong)(gong)程(cheng)(cheng)承(cheng)(cheng)包(bao)企(qi)(qi)業(ye)(ye)聯誼(yi)交流機(ji)制,加(jia)大對(dui)外(wai)承(cheng)(cheng)包(bao)工(gong)(gong)(gong)(gong)程(cheng)(cheng)宣傳,組(zu)織境外(wai)工(gong)(gong)(gong)(gong)程(cheng)(cheng)承(cheng)(cheng)包(bao)企(qi)(qi)業(ye)(ye)推介和市場對(dui)接活動(dong),為對(dui)外(wai)承(cheng)(cheng)包(bao)企(qi)(qi)業(ye)(ye)牽線搭橋。建立國(guo)際工(gong)(gong)(gong)(gong)程(cheng)(cheng)法(fa)律顧問團(tuan),幫助(zhu)(zhu)“走出去”建筑企(qi)(qi)業(ye)(ye)開(kai)展國(guo)際工(gong)(gong)(gong)(gong)程(cheng)(cheng)法(fa)律糾紛援助(zhu)(zhu)。積極引導“走出去”企(qi)(qi)業(ye)(ye)加(jia)強聯合(he)協(xie)作和行業(ye)(ye)自律,避(bi)免無序競爭。(責(ze)任單位:省商(shang)務廳、省建設廳)

五、加強組織(zhi)領導(dao)

(一)建(jian)立統(tong)籌協(xie)調機(ji)(ji)制。建(jian)立省(sheng)(sheng)級建(jian)筑業(ye)開放發(fa)展的(de)統(tong)籌協(xie)調機(ji)(ji)制,分(fen)析建(jian)筑業(ye)“走出(chu)去”形勢(shi),研究(jiu)解決(jue)重(zhong)(zhong)(zhong)大(da)問(wen)題,認真落實(shi)對外承包重(zhong)(zhong)(zhong)點(dian)項目(mu)、重(zhong)(zhong)(zhong)點(dian)企(qi)業(ye)的(de)跟蹤(zong)服務機(ji)(ji)制,定(ding)期(qi)召開專題會議,研究(jiu)對策(ce),協(xie)調解決(jue)項目(mu)實(shi)施遇到的(de)難題。對列入(ru)省(sheng)(sheng)重(zhong)(zhong)(zhong)點(dian)培育(yu)的(de)建(jian)筑業(ye)企(qi)業(ye),建(jian)立省(sheng)(sheng)市縣(xian)(市、區(qu))三級聯動推(tui)進機(ji)(ji)制,協(xie)調解決(jue)境外項目(mu)實(shi)施過(guo)程中(zhong)出(chu)現的(de)困難和問(wen)題。(責(ze)任單位:省(sheng)(sheng)發(fa)展改革委、省(sheng)(sheng)建(jian)設廳、省(sheng)(sheng)商務廳,各(ge)設區(qu)市政府)

(二)加(jia)強督(du)促指(zhi)導(dao)。制(zhi)定建筑(zhu)業參(can)與(yu)“一帶(dai)一路”建設(she)年度任務(wu)書,落實(shi)各(ge)地各(ge)部門重點(dian)任務(wu)分(fen)工。各(ge)級(ji)政府、省(sheng)級(ji)相(xiang)關部門要結合(he)“三(san)服務(wu)”工作,加(jia)強指(zhi)導(dao)和(he)督(du)促檢查,及時協(xie)調解決(jue)實(shi)施(shi)過程中的困難和(he)問題。建立(li)和(he)完善科學評(ping)價(jia)考核體(ti)系(xi),加(jia)強走出去(qu)企(qi)業績效評(ping)價(jia),加(jia)強統計分(fen)析。建立(li)容錯糾(jiu)錯機制(zhi),落實(shi)盡職免責要求,激(ji)發(fa)企(qi)業走出去(qu)的熱情與(yu)動力。(責任單位:省(sheng)商(shang)務(wu)廳、省(sheng)建設(she)廳、省(sheng)國(guo)資委(wei))
