黨(dang)的(de)(de)十九屆五中全(quan)(quan)會對(dui)扎實(shi)(shi)推(tui)動共(gong)同(tong)(tong)富(fu)(fu)(fu)裕(yu)(yu)作出重大戰略部署。實(shi)(shi)現共(gong)同(tong)(tong)富(fu)(fu)(fu)裕(yu)(yu)不僅是(shi)經濟問題,而且是(shi)關系(xi)黨(dang)的(de)(de)執(zhi)政(zheng)(zheng)基礎的(de)(de)重大政(zheng)(zheng)治問題。共(gong)同(tong)(tong)富(fu)(fu)(fu)裕(yu)(yu)具有鮮明的(de)(de)時代(dai)特征(zheng)和中國(guo)特色,是(shi)全(quan)(quan)體(ti)人民通(tong)過(guo)辛勤勞動和相(xiang)互幫助,普(pu)遍達到生活(huo)(huo)富(fu)(fu)(fu)裕(yu)(yu)富(fu)(fu)(fu)足(zu)、精神自(zi)信(xin)自(zi)強、環境宜居宜業(ye)、社(she)會和諧和睦、公共(gong)服務普(pu)及普(pu)惠,實(shi)(shi)現人的(de)(de)全(quan)(quan)面(mian)發展(zhan)和社(she)會全(quan)(quan)面(mian)進(jin)步,共(gong)享改革發展(zhan)成果和幸福美好生活(huo)(huo)。隨著我國(guo)開啟全(quan)(quan)面(mian)建設社(she)會主義現代(dai)化國(guo)家新(xin)征(zheng)程,必須(xu)把(ba)促(cu)進(jin)全(quan)(quan)體(ti)人民共(gong)同(tong)(tong)富(fu)(fu)(fu)裕(yu)(yu)擺在更(geng)加重要的(de)(de)位(wei)置,向著這個目標更(geng)加積極(ji)有為(wei)地進(jin)行努力(li),讓人民群眾真真切切感受(shou)到共(gong)同(tong)(tong)富(fu)(fu)(fu)裕(yu)(yu)看(kan)得見、摸得著、真實(shi)(shi)可感。

當前,我國發(fa)展(zhan)(zhan)不(bu)平(ping)衡(heng)不(bu)充分問(wen)題仍(reng)然突出(chu),城(cheng)鄉區(qu)域發(fa)展(zhan)(zhan)和(he)收入分配差距較大,各地區(qu)推(tui)動(dong)共(gong)(gong)同(tong)(tong)富(fu)(fu)裕(yu)的基礎和(he)條件不(bu)盡相同(tong)(tong)。促進全體人民(min)共(gong)(gong)同(tong)(tong)富(fu)(fu)裕(yu)是一項長期(qi)艱巨的任務,需要選取部(bu)分地區(qu)先行先試、作出(chu)示(shi)(shi)(shi)范(fan)(fan)(fan)。浙江(jiang)省在(zai)探索解決發(fa)展(zhan)(zhan)不(bu)平(ping)衡(heng)不(bu)充分問(wen)題方(fang)面(mian)取得了明顯(xian)成(cheng)效,具(ju)(ju)備開展(zhan)(zhan)共(gong)(gong)同(tong)(tong)富(fu)(fu)裕(yu)示(shi)(shi)(shi)范(fan)(fan)(fan)區(qu)建(jian)設(she)(she)的基礎和(he)優勢,也存在(zai)一些短板弱項,具(ju)(ju)有(you)廣闊的優化空間(jian)和(he)發(fa)展(zhan)(zhan)潛力。支(zhi)(zhi)持浙江(jiang)高質(zhi)量發(fa)展(zhan)(zhan)建(jian)設(she)(she)共(gong)(gong)同(tong)(tong)富(fu)(fu)裕(yu)示(shi)(shi)(shi)范(fan)(fan)(fan)區(qu),有(you)利于(yu)(yu)通(tong)過實踐進一步豐富(fu)(fu)共(gong)(gong)同(tong)(tong)富(fu)(fu)裕(yu)的思想內涵,有(you)利于(yu)(yu)探索破解新(xin)(xin)時代社(she)會(hui)主要矛盾的有(you)效途徑,有(you)利于(yu)(yu)為全國推(tui)動(dong)共(gong)(gong)同(tong)(tong)富(fu)(fu)裕(yu)提供省域范(fan)(fan)(fan)例,有(you)利于(yu)(yu)打造新(xin)(xin)時代全面(mian)展(zhan)(zhan)示(shi)(shi)(shi)中國特色社(she)會(hui)主義制度(du)優越性的重(zhong)要窗口。現就支(zhi)(zhi)持浙江(jiang)高質(zhi)量發(fa)展(zhan)(zhan)建(jian)設(she)(she)共(gong)(gong)同(tong)(tong)富(fu)(fu)裕(yu)示(shi)(shi)(shi)范(fan)(fan)(fan)區(qu)提出(chu)如(ru)下意見。

一、總體要求

(一)指導思想(xiang)(xiang)。以習近(jin)(jin)平(ping)(ping)新(xin)時代中(zhong)國特(te)色社會主(zhu)義思想(xiang)(xiang)為(wei)指導,深(shen)入(ru)貫徹(che)(che)黨(dang)的(de)十九大和十九屆二中(zhong)、三(san)中(zhong)、四中(zhong)、五中(zhong)全會精神(shen),全面貫徹(che)(che)落實(shi)習近(jin)(jin)平(ping)(ping)總書記關于浙江工(gong)(gong)作的(de)重要(yao)指示(shi)批示(shi)精神(shen),堅(jian)持(chi)穩(wen)中(zhong)求(qiu)進(jin)(jin)工(gong)(gong)作總基調,堅(jian)持(chi)以人(ren)(ren)(ren)(ren)民(min)(min)為(wei)中(zhong)心的(de)發(fa)(fa)展(zhan)思想(xiang)(xiang),立足(zu)新(xin)發(fa)(fa)展(zhan)階(jie)段、貫徹(che)(che)新(xin)發(fa)(fa)展(zhan)理(li)念、構建(jian)(jian)新(xin)發(fa)(fa)展(zhan)格局(ju),緊扣推動共同(tong)富(fu)裕和促(cu)進(jin)(jin)人(ren)(ren)(ren)(ren)的(de)全面發(fa)(fa)展(zhan),堅(jian)持(chi)以滿(man)足(zu)人(ren)(ren)(ren)(ren)民(min)(min)日益(yi)增(zeng)長的(de)美好生活需(xu)要(yao)為(wei)根本目的(de),以改革(ge)創(chuang)(chuang)新(xin)為(wei)根本動力,以解決地(di)區差(cha)距、城鄉(xiang)差(cha)距、收入(ru)差(cha)距問題為(wei)主(zhu)攻方向,更加注重向農(nong)村、基層、相對欠發(fa)(fa)達地(di)區傾斜,向困難(nan)群(qun)眾(zhong)傾斜,支持(chi)浙江創(chuang)(chuang)造性(xing)貫徹(che)(che)“八八戰略”,在高質(zhi)量發(fa)(fa)展(zhan)中(zhong)扎實(shi)推動共同(tong)富(fu)裕,著力在完善收入(ru)分配制度、統籌(chou)城鄉(xiang)區域發(fa)(fa)展(zhan)、發(fa)(fa)展(zhan)社會主(zhu)義先進(jin)(jin)文化、促(cu)進(jin)(jin)人(ren)(ren)(ren)(ren)與自然和諧(xie)共生、創(chuang)(chuang)新(xin)社會治理(li)等方面先行示(shi)范(fan),構建(jian)(jian)推動共同(tong)富(fu)裕的(de)體制機制,著力激發(fa)(fa)人(ren)(ren)(ren)(ren)民(min)(min)群(qun)眾(zhong)積極性(xing)、主(zhu)動性(xing)、創(chuang)(chuang)造性(xing),促(cu)進(jin)(jin)社會公平(ping)(ping),增(zeng)進(jin)(jin)民(min)(min)生福(fu)祉,不(bu)斷增(zeng)強(qiang)人(ren)(ren)(ren)(ren)民(min)(min)群(qun)眾(zhong)的(de)獲得感(gan)、幸福(fu)感(gan)、安(an)全感(gan)和認同(tong)感(gan),為(wei)實(shi)現共同(tong)富(fu)裕提供浙江示(shi)范(fan)。

(二)工作原則

——堅持(chi)黨(dang)(dang)的(de)(de)全(quan)面(mian)領(ling)導。堅定維護(hu)黨(dang)(dang)中央權威和(he)集中統(tong)一領(ling)導,充分發揮(hui)黨(dang)(dang)總攬全(quan)局(ju)、協(xie)調(diao)各(ge)方(fang)的(de)(de)領(ling)導核心(xin)作用,堅持(chi)和(he)完(wan)善(shan)中國特色社(she)會主義(yi)制度,把黨(dang)(dang)的(de)(de)政治優(you)勢(shi)和(he)制度優(you)勢(shi)轉化為(wei)推動共(gong)同富裕示范(fan)區建(jian)設、廣泛凝聚(ju)各(ge)方(fang)共(gong)識的(de)(de)強大動力(li)和(he)堅強保障。

——堅持以人(ren)(ren)民為中(zhong)心。堅持發展為了人(ren)(ren)民、發展依靠人(ren)(ren)民、發展成果由人(ren)(ren)民共享,始終把人(ren)(ren)民對美好生活的向往作為推動共同富裕的奮(fen)斗目標(biao),瞄準人(ren)(ren)民群眾所(suo)憂所(suo)急所(suo)盼,在更高水(shui)平上實現幼有(you)所(suo)育、學有(you)所(suo)教、勞有(you)所(suo)得(de)、病有(you)所(suo)醫、老有(you)所(suo)養、住有(you)所(suo)居(ju)、弱有(you)所(suo)扶。

——堅持共建共享。弘揚勤(qin)(qin)勞(lao)致富精神,鼓(gu)勵勞(lao)動(dong)者通過(guo)誠實勞(lao)動(dong)、辛勤(qin)(qin)勞(lao)動(dong)、創新創業(ye)實現增收致富,不(bu)斷提高勞(lao)動(dong)生(sheng)產率和全要素生(sheng)產率。充分(fen)發(fa)揮(hui)市(shi)場在資源配置中(zhong)的決定性(xing)作(zuo)用(yong),更好發(fa)揮(hui)政府作(zuo)用(yong),體現效率、促進公(gong)平,堅決防(fang)止兩(liang)極(ji)分(fen)化(hua),在發(fa)展中(zhong)補齊民生(sheng)短板,讓發(fa)展成果更多更公(gong)平惠(hui)及人民群眾(zhong)。

——堅(jian)(jian)持(chi)(chi)改革創(chuang)(chuang)新(xin)(xin)。堅(jian)(jian)定不移推進改革,推動有利于(yu)共同富裕(yu)的體制(zhi)機制(zhi)不斷取得新(xin)(xin)突(tu)破,著力破除制(zhi)約高質量發展(zhan)高品質生活的體制(zhi)機制(zhi)障礙,強化(hua)有利于(yu)調動全社(she)會積極性的重大(da)改革開放(fang)舉措。堅(jian)(jian)持(chi)(chi)創(chuang)(chuang)新(xin)(xin)在現代化(hua)建設全局(ju)中的核心(xin)地(di)位,深入(ru)實施創(chuang)(chuang)新(xin)(xin)驅動發展(zhan)戰略,率先在推動共同富裕(yu)方面實現理論創(chuang)(chuang)新(xin)(xin)、實踐創(chuang)(chuang)新(xin)(xin)、制(zhi)度(du)創(chuang)(chuang)新(xin)(xin)、文化(hua)創(chuang)(chuang)新(xin)(xin)。

——堅持系統觀念。立足當(dang)前、著(zhu)眼長遠,統籌考慮需要(yao)和可能,按照經濟社會(hui)發展規律循(xun)序漸進(jin),腳踏(ta)實地、久久為功(gong),不吊高胃(wei)口(kou)、不搞“過頭事”,盡力而為、量力而行,注(zhu)重防范化(hua)解(jie)重大風險,使示范區建(jian)設(she)(she)與經濟發展階(jie)段(duan)(duan)相適(shi)應(ying)、與現代化(hua)建(jian)設(she)(she)進(jin)程相協調,不斷形成推動共(gong)同富裕的(de)階(jie)段(duan)(duan)性(xing)標(biao)志(zhi)性(xing)成果(guo)。

(三)戰略定位

——高質(zhi)量(liang)發展高品質(zhi)生活先(xian)行區。率先(xian)探(tan)索實現(xian)高質(zhi)量(liang)發展的(de)有效(xiao)路(lu)徑,促(cu)進(jin)城(cheng)鄉居民(min)(min)收入(ru)增(zeng)(zeng)長與經(jing)濟(ji)增(zeng)(zeng)長更(geng)加協調,構建產業(ye)升(sheng)級與消費升(sheng)級協調共進(jin)、經(jing)濟(ji)結構與社會結構優(you)化互(hu)促(cu)的(de)良(liang)性(xing)循環,更(geng)好滿(man)足人民(min)(min)群眾品質(zhi)化多(duo)樣化的(de)生活需求(qiu),富(fu)民(min)(min)惠民(min)(min)安(an)民(min)(min)走(zou)在全國前(qian)列。

——城鄉(xiang)區(qu)(qu)域協(xie)調(diao)發(fa)展(zhan)引領區(qu)(qu)。堅持城鄉(xiang)融合(he)、陸(lu)海統籌、山海互(hu)濟,形成(cheng)主體功能明顯、優勢(shi)互(hu)補、高質量發(fa)展(zhan)的國土空間開(kai)發(fa)保護新格(ge)局,健(jian)全城鄉(xiang)一體、區(qu)(qu)域協(xie)調(diao)發(fa)展(zhan)體制機制,加快基(ji)本(ben)公(gong)共服務均等化(hua),率先(xian)探(tan)索實現城鄉(xiang)區(qu)(qu)域協(xie)調(diao)發(fa)展(zhan)的路徑(jing)。

——收(shou)入(ru)分(fen)配(pei)制度改革試驗(yan)區(qu)。堅持按(an)勞分(fen)配(pei)為主體、多種分(fen)配(pei)方式并(bing)存,著重保護(hu)勞動所(suo)得,完(wan)善要(yao)素參與分(fen)配(pei)政策(ce)制度,在不斷提高(gao)城鄉居民收(shou)入(ru)水平的(de)同時(shi),縮小收(shou)入(ru)分(fen)配(pei)差距,率先在優化收(shou)入(ru)分(fen)配(pei)格(ge)局上取得積極進(jin)展。

——文(wen)(wen)(wen)明和(he)諧美(mei)麗家(jia)(jia)園(yuan)展示區。加強精神(shen)文(wen)(wen)(wen)明建設(she),推動生(sheng)態文(wen)(wen)(wen)明建設(she)先行示范,打造(zao)以社會主義核心價值觀為引領、傳(chuan)承中華優秀(xiu)文(wen)(wen)(wen)化(hua)、體現時代(dai)精神(shen)、具有(you)江南特色的文(wen)(wen)(wen)化(hua)強省,實現國民(min)素質(zhi)和(he)社會文(wen)(wen)(wen)明程(cheng)度明顯提高、團結(jie)互助友愛蔚然成風、經濟社會發展全面綠色轉型(xing),成為人民(min)精神(shen)生(sheng)活(huo)豐(feng)富(fu)、社會文(wen)(wen)(wen)明進步、人與自然和(he)諧共(gong)生(sheng)的幸福美(mei)好家(jia)(jia)園(yuan)。

(四)發展目標

到(dao)2025年(nian),浙江省推(tui)動高(gao)(gao)質(zhi)量發展(zhan)建設共(gong)同(tong)富(fu)裕(yu)示范區取(qu)得明(ming)顯(xian)(xian)實(shi)質(zhi)性進(jin)展(zhan)。經濟發展(zhan)質(zhi)量效(xiao)益明(ming)顯(xian)(xian)提(ti)高(gao)(gao),人均地區生(sheng)產總值達到(dao)中等發達經濟體(ti)水平(ping),基(ji)本公共(gong)服務實(shi)現均等化;城鄉(xiang)區域發展(zhan)差距、城鄉(xiang)居民收入和(he)(he)生(sheng)活(huo)(huo)水平(ping)差距持(chi)續縮小,低收入群(qun)體(ti)增收能力和(he)(he)社(she)會(hui)(hui)(hui)福利水平(ping)明(ming)顯(xian)(xian)提(ti)升,以中等收入群(qun)體(ti)為(wei)主體(ti)的(de)橄欖型社(she)會(hui)(hui)(hui)結(jie)構基(ji)本形成(cheng),全省居民生(sheng)活(huo)(huo)品質(zhi)邁(mai)上新(xin)(xin)臺階;國(guo)民素(su)質(zhi)和(he)(he)社(she)會(hui)(hui)(hui)文明(ming)程度達到(dao)新(xin)(xin)高(gao)(gao)度,美(mei)麗浙江建設取(qu)得新(xin)(xin)成(cheng)效(xiao),治理能力明(ming)顯(xian)(xian)提(ti)升,人民生(sheng)活(huo)(huo)更加(jia)美(mei)好;推(tui)動共(gong)同(tong)富(fu)裕(yu)的(de)體(ti)制(zhi)機制(zhi)和(he)(he)政策框架基(ji)本建立,形成(cheng)一批可(ke)復制(zhi)可(ke)推(tui)廣(guang)的(de)成(cheng)功經驗。

到2035年,浙(zhe)江(jiang)省高質量發(fa)(fa)展(zhan)取(qu)得更(geng)大成就,基本實(shi)現(xian)共(gong)同(tong)富(fu)裕。人(ren)均地(di)區(qu)生產(chan)總值和(he)城鄉(xiang)居民收(shou)入(ru)爭取(qu)達(da)到發(fa)(fa)達(da)經濟體(ti)水(shui)平(ping)(ping),城鄉(xiang)區(qu)域協調發(fa)(fa)展(zhan)程度更(geng)高,收(shou)入(ru)和(he)財富(fu)分配(pei)格局更(geng)加(jia)優化,法治(zhi)(zhi)浙(zhe)江(jiang)、平(ping)(ping)安浙(zhe)江(jiang)建設達(da)到更(geng)高水(shui)平(ping)(ping),治(zhi)(zhi)理體(ti)系和(he)治(zhi)(zhi)理能力現(xian)代化水(shui)平(ping)(ping)明(ming)(ming)顯提(ti)高,物質文(wen)(wen)明(ming)(ming)、政治(zhi)(zhi)文(wen)(wen)明(ming)(ming)、精(jing)神(shen)文(wen)(wen)明(ming)(ming)、社會文(wen)(wen)明(ming)(ming)、生態文(wen)(wen)明(ming)(ming)全面提(ti)升,共(gong)同(tong)富(fu)裕的制度體(ti)系更(geng)加(jia)完善。

二、提高發展(zhan)質量效益,夯實(shi)共(gong)同富裕的物質基(ji)礎(chu)

(五(wu))大(da)力(li)提(ti)升自主創新(xin)能(neng)力(li)。以創新(xin)型省(sheng)份建(jian)(jian)(jian)設(she)(she)為抓手,把科(ke)(ke)技(ji)(ji)(ji)(ji)自立自強(qiang)作為戰略支(zhi)(zhi)撐,加(jia)快探索社會主義市場經(jing)濟(ji)條件下新(xin)型舉國(guo)(guo)體(ti)制開展科(ke)(ke)技(ji)(ji)(ji)(ji)創新(xin)的(de)浙江(jiang)路徑(jing)。實(shi)施好關鍵核心技(ji)(ji)(ji)(ji)術(shu)攻關工程,強(qiang)化(hua)(hua)國(guo)(guo)家(jia)戰略科(ke)(ke)技(ji)(ji)(ji)(ji)力(li)量,為率先實(shi)現共(gong)同(tong)富(fu)裕提(ti)供強(qiang)勁內生動力(li)。支(zhi)(zhi)持布局(ju)重大(da)科(ke)(ke)技(ji)(ji)(ji)(ji)基(ji)礎設(she)(she)施和(he)平(ping)臺,建(jian)(jian)(jian)設(she)(she)創新(xin)策源地,打造“互聯(lian)網+”、生命健康、新(xin)材料科(ke)(ke)創高地。高水(shui)平(ping)建(jian)(jian)(jian)設(she)(she)杭州、寧波溫州國(guo)(guo)家(jia)自主創新(xin)示范區(qu),深(shen)化(hua)(hua)國(guo)(guo)家(jia)數(shu)字(zi)經(jing)濟(ji)創新(xin)發(fa)展試驗區(qu)建(jian)(jian)(jian)設(she)(she),強(qiang)化(hua)(hua)“云上浙江(jiang)”和(he)數(shu)字(zi)強(qiang)省(sheng)基(ji)礎支(zhi)(zhi)撐,探索消除(chu)數(shu)字(zi)鴻溝(gou)的(de)有效路徑(jing),保障不同(tong)群體(ti)更好共(gong)享數(shu)字(zi)紅利。暢(chang)通創新(xin)要素向企(qi)業集聚通道,鼓勵企(qi)業組(zu)建(jian)(jian)(jian)創新(xin)聯(lian)合體(ti)和(he)知識產權聯(lian)盟,建(jian)(jian)(jian)設(she)(she)共(gong)性(xing)技(ji)(ji)(ji)(ji)術(shu)平(ping)臺。加(jia)大(da)對科(ke)(ke)技(ji)(ji)(ji)(ji)成果(guo)應用和(he)產業化(hua)(hua)的(de)政(zheng)策支(zhi)(zhi)持力(li)度,打造輻射全(quan)國(guo)(guo)、鏈接全(quan)球的(de)技(ji)(ji)(ji)(ji)術(shu)交易(yi)平(ping)臺。

(二十七(qi))建立評(ping)價體(ti)系和示(shi)范(fan)(fan)(fan)推(tui)廣機(ji)制(zhi)(zhi)。加快構建推(tui)動(dong)共同富裕的(de)綜(zong)合評(ping)價體(ti)系,建立評(ping)估機(ji)制(zhi)(zhi),堅持定(ding)量與(yu)定(ding)性、客觀評(ping)價與(yu)主觀評(ping)價相結合,全(quan)面反映共同富裕示(shi)范(fan)(fan)(fan)區建設(she)工(gong)作成(cheng)(cheng)效(xiao),更好(hao)(hao)反映人民(min)群眾滿意度和認同感。建立健全(quan)示(shi)范(fan)(fan)(fan)推(tui)廣機(ji)制(zhi)(zhi),及時總結示(shi)范(fan)(fan)(fan)區建設(she)的(de)好(hao)(hao)經(jing)驗(yan)好(hao)(hao)做法,歸納提煉體(ti)制(zhi)(zhi)機(ji)制(zhi)(zhi)創新成(cheng)(cheng)果,成(cheng)(cheng)熟一批、推(tui)廣一批,發揮好(hao)(hao)對全(quan)國其他地區的(de)示(shi)范(fan)(fan)(fan)帶(dai)動(dong)作用。

(二十八)完善(shan)實(shi)施機制。健全中央統籌、省(sheng)負總(zong)責(ze)、市(shi)縣抓落(luo)實(shi)的(de)(de)實(shi)施機制。依托(tuo)推(tui)動長三角一體化發(fa)展領導小組(zu),加強(qiang)對浙(zhe)江建設共同富(fu)裕(yu)示范(fan)區(qu)的(de)(de)統籌指導,國(guo)家(jia)發(fa)展改革(ge)委(wei)牽(qian)頭(tou)設立工作專班(ban)負責(ze)協調推(tui)進本意見提出的(de)(de)任務措施。浙(zhe)江省(sheng)要(yao)切(qie)實(shi)承擔主體責(ze)任,增(zeng)強(qiang)敢闖敢試、改革(ge)破難(nan)的(de)(de)擔當精神(shen),始終保持(chi)奮進姿態,立足省(sheng)情和發(fa)展實(shi)際,制定具體實(shi)施方案,充分動員各方力量(liang),不斷開辟干在(zai)實(shi)處、走在(zai)前(qian)列、勇立潮頭(tou)新境界。重大(da)事項(xiang)及(ji)時向(xiang)黨中央、國(guo)務院(yuan)請示報告。
