一、聚焦重點領域深化政務公開

(一)深(shen)化重(zhong)要(yao)政(zheng)(zheng)(zheng)(zheng)府(fu)信(xin)息(xi)公(gong)開(kai)(kai),強(qiang)化政(zheng)(zheng)(zheng)(zheng)令權(quan)威(wei)發(fa)布。建立(li)完善各級政(zheng)(zheng)(zheng)(zheng)府(fu)及其(qi)部門重(zhong)要(yao)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)文(wen)件(jian)數據(ju)庫(ku),推進政(zheng)(zheng)(zheng)(zheng)府(fu)規章(zhang)和(he)行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)規范(fan)性文(wen)件(jian)統(tong)一公(gong)開(kai)(kai),系統(tong)清理(li)、實時更新本行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)機(ji)關現行(xing)(xing)有效(xiao)的(de)(de)規章(zhang)和(he)行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)規范(fan)性文(wen)件(jian),通過政(zheng)(zheng)(zheng)(zheng)府(fu)網(wang)站政(zheng)(zheng)(zheng)(zheng)府(fu)信(xin)息(xi)公(gong)開(kai)(kai)專欄集中公(gong)開(kai)(kai)。嚴(yan)格落實《重(zhong)大(da)行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)決策(ce)(ce)程序(xu)暫行(xing)(xing)條(tiao)例》,依法(fa)履行(xing)(xing)決策(ce)(ce)事項(xiang)向社會公(gong)開(kai)(kai)征(zheng)求(qiu)意(yi)見(jian)(jian)程序(xu),通過政(zheng)(zheng)(zheng)(zheng)府(fu)網(wang)站等渠(qu)道(dao)公(gong)布決策(ce)(ce)草(cao)案及相關起草(cao)說明,明確(que)提(ti)出(chu)征(zheng)求(qiu)意(yi)見(jian)(jian)的(de)(de)方式(shi)和(he)期限(xian),并在征(zheng)求(qiu)活動(dong)結束后1個月內公(gong)開(kai)(kai)意(yi)見(jian)(jian)征(zheng)求(qiu)采(cai)納情況。(各級行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)機(ji)關或經(jing)法(fa)律、法(fa)規授(shou)權(quan)的(de)(de)具有管理(li)公(gong)共事務職能的(de)(de)組織負責,以下統(tong)稱(cheng)各級行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)機(ji)關負責)

五、聚焦強基礎強保障深化政務公開

(一)夯實基(ji)層(ceng)政(zheng)務(wu)(wu)(wu)公(gong)(gong)(gong)(gong)開(kai)標(biao)準(zhun)化(hua)規范化(hua)基(ji)礎。以基(ji)層(ceng)群眾實際(ji)需求為導向,對(dui)照國(guo)務(wu)(wu)(wu)院部門出(chu)臺(tai)的(de)(de)(de)政(zheng)務(wu)(wu)(wu)公(gong)(gong)(gong)(gong)開(kai)標(biao)準(zhun)指引(yin),持續對(dui)政(zheng)務(wu)(wu)(wu)公(gong)(gong)(gong)(gong)開(kai)事(shi)項(xiang)標(biao)準(zhun)目錄(lu)進行優(you)化(hua)調整(zheng),特別加強對(dui)年度重(zhong)(zhong)點工(gong)作(zuo)涉及公(gong)(gong)(gong)(gong)開(kai)事(shi)項(xiang)的(de)(de)(de)梳理細化(hua),確(que)保標(biao)準(zhun)目錄(lu)對(dui)重(zhong)(zhong)點工(gong)作(zuo)全覆蓋。強化(hua)對(dui)已經制定發布的(de)(de)(de)政(zheng)務(wu)(wu)(wu)公(gong)(gong)(gong)(gong)開(kai)事(shi)項(xiang)標(biao)準(zhun)目錄(lu)的(de)(de)(de)應用和(he)(he)監(jian)督(du),探索標(biao)準(zhun)目錄(lu)和(he)(he)網(wang)站主動公(gong)(gong)(gong)(gong)開(kai)內容的(de)(de)(de)直(zhi)接對(dui)應發布,跟蹤評(ping)價標(biao)準(zhun)目錄(lu)實施情(qing)況。加強基(ji)層(ceng)政(zheng)務(wu)(wu)(wu)公(gong)(gong)(gong)(gong)開(kai)專(zhuan)區(政(zheng)府(fu)信(xin)(xin)息(xi)公(gong)(gong)(gong)(gong)開(kai)窗(chuang)口)建(jian)設,統(tong)籌做好政(zheng)府(fu)信(xin)(xin)息(xi)公(gong)(gong)(gong)(gong)開(kai)申請接收、政(zheng)府(fu)信(xin)(xin)息(xi)查閱和(he)(he)重(zhong)(zhong)要政(zheng)策現場(chang)解讀、現場(chang)咨詢解答等(deng)服(fu)務(wu)(wu)(wu)。(各縣級(ji)政(zheng)府(fu)負責(ze))貫徹國(guo)務(wu)(wu)(wu)院有關主管部門出(chu)臺(tai)的(de)(de)(de)公(gong)(gong)(gong)(gong)共(gong)企事(shi)業單位(wei)信(xin)(xin)息(xi)公(gong)(gong)(gong)(gong)開(kai)規定,指導監(jian)督(du)教育、衛生健康、供水、供電(dian)、供氣、生態環(huan)境、公(gong)(gong)(gong)(gong)共(gong)交(jiao)通等(deng)領域公(gong)(gong)(gong)(gong)共(gong)企事(shi)業單位(wei)加強信(xin)(xin)息(xi)公(gong)(gong)(gong)(gong)開(kai)、優(you)化(hua)公(gong)(gong)(gong)(gong)共(gong)服(fu)務(wu)(wu)(wu)。(省級(ji)有關主管部門按職責(ze)分工(gong)負責(ze))
